<br />Saltworks Proposa/- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 7 <br /> <br />CONCLUSIONS <br /> <br />Based on the preliminary analysis and findings, the transportation group concluded that although there <br />are many significant transportation and circulation issues that remain unresolved, the development <br />proposal, combined with the subsequent additional information as supplied by the applicant, does not <br />have any fundamental insurmountable issues that would preclude the continued processing of the <br />application and initiation of a CEQA process. <br /> <br />A comprehensive travel demand forecasting model does not exist and would need to be developed to <br />capture the regional and local changes in travel patterns, estimate transit ridership and account for <br />potential shifts to alternative modes of travel and produce forecasts for this type and size of development <br />proposal. Continued processing of the application by the City and progression into a CEQA analysis <br />would be needed in order to develop the appropriate travel demand forecasting model and assess effects <br />the proposed project would have on regional and local transportation network. <br /> <br />A more detailed description of the parallel roadway system and the external connections would allow a <br />CEQA analysis to determine the feasibility of the major roadway connections and determine if alternate <br />scenarios or alignments would be required to provide adequate connection to the local and regional <br />transportation network. It would also determine if property acquisition, right of way, or other jurisdictional <br />issues would prohibit any of the connections. <br /> <br />Specific components of the plan's proposed external pedestrian and bicycle connections, travel demand <br />management program, and parking management program require a greater level of detail and <br />description. Key issues about the cost and timing of a permanent transit system, and its connection with <br />Redwood City, would also need to be resolved through more detailed analysis. <br /> <br />v <br />
