The review showed that the traffic volumes from the project would not simply be <br />added to the network, but would also replace and/or displace existing trips. However, as stated previously, neither <br />of the available models as currently configured can provide the traffic volume projections and VMT estimates at <br />both the local and regional level for the project. In addition, neither model has a validated mode choice model for <br />preparing transit ridership estimates. Therefore, a true assessment of the impacts of the proposed Saltworks <br />project is not possible without significant adjustments to the existing base models. <br /> <br />3.2. 1 Trip Generation Estimates <br /> <br />Hexagon Transportation Consultants prepared initial traffic and transit estimates to support the transportation <br />system presented in the application. Trip generation estimates were developed using a version of the City of <br />Redwood City's model and rates from the Institute of Transportation Engineers (ITE) Trip Generation publication. <br />The results are presented in Table 1. It should be noted that the preliminary modeling for the Saltworks project <br />used different demographic factors than would be used for most areas of Redwood City. The changes to the <br />model's demographic inputs for the Saltworks project were made to reflect the following factors: the area would <br />have a circulator transit system providing connections between Caltrain, the downtown, and the future ferry <br />terminal; there would be a parking management program that would potentially reduce car ownership; there would <br />be a transportation management association providing alternative modes of travel; and there would be services <br />within easy walking/biking distance to the residential uses. <br /> <br />For the ITE residential trip estimates, a factor was applied to account for internalization due to non-work trips <br />(school/shopping) and to account for the available transit alternatives. The results of these calculations by <br />Hexagon are shown in the table below. The model's trip generation estimates for the project are between ITE <br />estimates with and without the internalization reduction. Therefore, the model results were considered reasonable <br />to use as an estimate of the magnitude of vehicles trips generated by Saltworks.
