<br />Sa/tworks Proposa/- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 19 <br /> <br />CHAPTER 4 - SAL TWORKS ROADWAYS - EXTERNAL <br />CONNECTIONS AND INTERNAL CIRCULATION SYSTEM <br /> <br />This section discusses connections between the proposed Saltworks project and the surrounding roadways as <br />well as the on-site roadways and circulation system. The external major roadway connections are discussed on <br />pages V-2 through V-47 in the Statement of Justification (SOJ). Exhibit 17 in the SOJ (shown in Figure 2) is a <br />schematic representation of the proposed connections between the Saltworks development and local/regional <br />roadways. The internal roadway system is presented on Figures 18 through 20 and is described on pages V-47 <br />through V-53 of the Statement of Justification. <br /> <br />While the descriptions of the internal roadways are very complete, minimal information is provided in the <br />Statement of Justification on the external roadway connections or proposed improvements to the surrounding <br />local streets. Supplementary information was provided that describes the nature of the external roadway <br />connections, including preliminary model volume and trip distribution plots and conceptual designs of the key <br />connections showing cross-sections, horizontal alignments and in some cases grades for overcrossings. This <br />supplementary information was the primary basis for the analysis of the external roadway connections while the <br />information in the Statement of Justification was used for the assessment of the internal roadway system. <br /> <br />4.1 SITE ACCESS - MAJOR CONNECTIONS TO SURROUNDING ROADWAY SYSTEM <br /> <br />In the Statement of Justification, the proposed project has three major roadway connections to the existing <br />roadway network: one at Marsh Road / Bayfront Expressway; one new connection extending over US 101 <br />between Marsh Road and Woodside Road; and one at Seaport Boulevard / Blomquist Street. The Saltworks <br />application's Statement of Justification describes the creation of a "parallel roadway system" to US 101 to <br />enhance connectivity and to disperse traffic to several routes to access both US 101 and to areas to the <br />southwest. By design, the parallel roadway system was developed to provide alternative routes for Saltworks <br />traffic to avoid the need to travel through the US 101 / Woodside interchange area where there is currently a high <br />level of congestion. <br /> <br />The key feature of the parallel roadway system is a new roadway that extends from Marsh Road in the south to <br />Whipple Avenue in the north. The project's Perimeter Road would form the segment between Marsh Road and <br />Seaport Boulevard. Between Seaport Boulevard and Whipple Avenue, the parallel road would generally follow the <br />Blomquist Street alignment outlined in the City's new Draft General Plan. The parallel roadway would have five <br />connecting roadways to move traffic to and from US 101, or over US 101: Whipple Avenue, Maple Street, Seaport <br />Boulevard / Woodside Road, a new US 101 overcrossing between Woodside Road and Marsh Road, and Marsh <br />Road. <br /> <br />Based on the information contained in the Application and the Statement of Justification, plus the supplemental <br />information on alignments, volumes, and cross-sections provided by the Saltworks consultants, the proposed <br />physical characteristics of the parallel roadway and its connections can be generally described as follows: <br /> <br />. A four-lane perimeter roadway (within the Saltworks) extending from Seaport Boulevard to the <br />Bayfront Expressway / Marsh Road intersection <br /> <br />. A four-lane Blomquist Street connection from the project Perimeter (Entry) Road to Maple Street <br /> <br />. A four-lane grade-separated connection between the Blomquist Extension and Seaport Boulevard <br />that would include a connection to East Bayshore Road <br /> <br />. A new four-lane overcrossing of US 101 located between Woodside Road and Marsh Road with <br />sidewalks and bike lanes <br /> <br />12 <br />
