<br />Saltworks Proposal- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 24 <br /> <br />4.2.2 Conclusions to Mixed-Use Balance <br /> <br />During a CEQA analysis, the analysis would include a focused, quantitative examination of the proportions and <br />distribution of land uses within the site and the connectivity provided by the proposed internal and external multi- <br />modal transportation systems. To provide a sound basis for a CEQA analysis, the application should contain <br />specific information on the extent of, commitment to, and mechanisms used to deliver the proposed programs that <br />would create linkages between Saltworks housing and on-site and neighboring employment, such as employee- <br />preference housing subsidies. As a part of a CEQA alternatives analysis for the project, refinements to the land- <br />use mix that balances the uses in order to reduce external trips or auto trips would be a helpful tool in developing <br />mitigation or an environmentally superior alternative for the project. <br /> <br />4.3 INTERNAL SALTWORKS ROADWAY SYSTEM (COMPLETE STREETS) <br /> <br />The internal roadway system comprises a perimeter boulevard that runs along the western and southern edges of <br />the Saltworks site, a transit boulevard that runs parallel to the perimeter boulevard but more centrally located <br />within the site, entry boulevards that connect the two, and numerous neighborhood streets (see Figure 3). The <br />locations of these roadways are shown on Exhibit 18, Circulation Plan, of the Statement of Justification. The <br />proposed widths and configurations are shown on Exhibits 19 and 20, Street Cross Sections. The transit <br />boulevard has on-street parking and accommodations for all travel modes: transit vehicles, private vehicles, <br />bicycles, and pedestrians. Paths separated from the roadway are provided for pedestrians and bicycles. The <br />perimeter and entry boulevards have four vehicular travel lanes, on-street parking, bike lanes and sidewalks. The <br />neighborhood streets all have two vehicular travel lanes, on-street parking and sidewalks but vary in width based <br />on adjacent land uses. Some also have bike lanes. <br /> <br />17 <br />
