Saltworks Proposal- Transportation Group Summary Report (22 January 2010) 7A - ATTACHMENT NO.4 Page 26 The planning of the internal site has incorporated most of the concepts presented as a part of the City's Vision: 2030 and the Circulation section of the new Draft General Plan that supports the use of alternatives modes of transportation to the automobile. The Saltworks transportation system is designed as a multimodal system that considers pedestrians, bicyclists, transit riders, and autos. The internal system utilizes the concept of "Complete Streets," which will be included in the City's new Draft General Plan. The internal system avoids creating barriers to movements and utilizes a modified grid system to provide multiple roadways, paths or trails to access the various neighborhoods. The project would provide a key link to the San Francisco Bay Trail. The internal transportation system has also been developed to include a permanent transit system that would connect to the downtown, Pacific Shores development and the future ferry terminal. 4.3.1 Key Issues The description of the network of internal roadways and there characteristic are sufficient to prepare the needed analysis of the internal circulation system. Therefore, there are no key Issues related to the application description of the internal roadway system. 4.3.2 Conclusions to Internal Saltworks Roadway System (Complete Streets) The internal roadway system is well planned and designed. It will support internal travel by transit, bicycle and walking, which will reduce single-occupant auto trips, thus addressing several of the objectives of the project's Circulation plan and the City's new Draft General Plan objectives and policies. The detailed configurations and operations of the major on-site intersections should be evaluated during a CEQA analysis. 19
