<br />Saltworks Proposal- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 26 <br /> <br />The planning of the internal site has incorporated most of the concepts presented as a part of the City's Vision: <br />2030 and the Circulation section of the new Draft General Plan that supports the use of alternatives modes of <br />transportation to the automobile. The Saltworks transportation system is designed as a multimodal system that <br />considers pedestrians, bicyclists, transit riders, and autos. The internal system utilizes the concept of "Complete <br />Streets," which will be included in the City's new Draft General Plan. The internal system avoids creating barriers <br />to movements and utilizes a modified grid system to provide multiple roadways, paths or trails to access the <br />various neighborhoods. The project would provide a key link to the San Francisco Bay Trail. The internal <br />transportation system has also been developed to include a permanent transit system that would connect to the <br />downtown, Pacific Shores development and the future ferry terminal. <br /> <br />4.3.1 Key Issues <br /> <br />The description of the network of internal roadways and there characteristic are sufficient to prepare the needed <br />analysis of the internal circulation system. Therefore, there are no key Issues related to the application description <br />of the internal roadway system. <br /> <br />4.3.2 Conclusions to Internal Saltworks Roadway System (Complete Streets) <br /> <br />The internal roadway system is well planned and designed. It will support internal travel by transit, bicycle and <br />walking, which will reduce single-occupant auto trips, thus addressing several of the objectives of the project's <br />Circulation plan and the City's new Draft General Plan objectives and policies. The detailed configurations and <br />operations of the major on-site intersections should be evaluated during a CEQA analysis. <br /> <br />19 <br />
