Based on other systems in <br />the U.S., the analysis of alternatives process may take 11 to 15 months to complete, and cost at <br />least $1 million. It would be appropriate that the Applicant would follow the City's lead to pursue <br />an Alternatives Analysis for an integrated system. <br /> <br />3. Grades and Turns - The preliminary grades and turn-radii as described by the Applicant for the <br />onsite streetcar lines and proposed US 101 Overcrossing are generally within the maximum <br />recommended parameters. Where grades and turns were not shown or fully described by the <br />Applicant, the City would need to review those locations as part of an environmental review, <br />including planning and design work on the City's segments. <br /> <br />4. Phasing - Specific phasing plans were not described in the Application/Statement of <br />Justification; therefore, it is unclear in the initial phases of development whether the permanent <br />transit system would be available to achieve the project's VMT and GHG emission goals. If a <br />CEQA analysis were performed, it would be important to include what interim arrangements <br />would be made to use transit to reduce auto use during the preliminary phases of development. <br /> <br />5. Cost Share & Funding - The City should secure financial commitments from the Applicant in <br />terms of a basic cost sharing agreement, so it can make the appropriate assumptions for its own <br />financial modeling and economic impact. <br /> <br />6. Economic Analysis - Neither the City nor the Applicant has performed an in-depth economic <br />analyses for either their individual system or a combined system. It is expected that both the City <br />and Applicant would perform an economic impact analysis in conjunction with the Alternatives <br />Analysis. <br /> <br />7. Public I Private Partnership - The City would need to work with the Applicant to formulate the <br />key roles and responsibilities each has in a combined effort to evaluate alternatives for a Transit <br />System or systems. Likewise, it is recommended that direct work and collaboration between City <br />and Applicant is done at the outset and concurrent with an Alternatives Analysis to understand <br />ultimately how an integrated transit system would be operated and how the affected, shared <br />rights of way and facilities are owned, operated, maintained and used. <br /> <br />8. Other Agency Coordination - If other transportation and/or public utility agencies are affected <br />by the ultimate alignment(s) of any new transit system or systems, jurisdictional issues could <br />arise. <br /> <br />9. Design - It is not expected at this stage of the Application process to have a permanent system <br />designed prior to a CEQA process, particularly given that the City has yet to initiate its <br />Alternatives Analysis. In subsequent phases of work, full transit system design would be needed <br />for both the City's and Saltworks alignments. It would be essential to fully coordinate the planning <br />and design of a holistic system for the project and its permanent transit system area to allow it to <br />be integrated into the City's system planning. <br /> <br />5.1.2 Conclusion to Permanent Transit System (Street Car or Circulator) <br /> <br />The Saltworks transportation plan is intrinsically linked to its Housing and Land Use Plans and aims to provide <br />housing in a jobs-rich area and to design neighborhoods and transportation systems that would provide basic <br />needs and services without putting a strain on the existing roadway network. This basic tenet is highly plausible <br />and may likely achieve those goals if the primarily residential development is in fact designed with effective <br />connections to those jobs. <br /> <br />While the Saltworks community is described as "Transit Oriented Development," it does not lie on a major transit <br />corridor like Caltrain or BART. However, the inclusion of a streetcar or other circulator system as described in the <br />Application and Statement of Justification should aid in the reduction of total VMT traveled by automobile within <br /> <br />23 <br />
