Saltworks Proposal- Transportation Group Summary Report (22 January 2010)

7A - ATTACHMENT NO.4
Page 32

working for those employers. In order to prepare a CEQA analysis, specific information on the maximum level of
service that would be guaranteed by the project would need to be provided by OMS.

5.2.2 Conclusion to Employee Shuttles

Specific information about the shuttle program would need to be provided in the project description in order for a
environmental analysis to include any associated vehicle trip reductions. Without specified information, an
analysis would need to take a conservative approach and use little or no reduction. The shuttle could be
introduced to offset projects impacts if there were a mechanism established for providing the service.

5.3 FERRY SERVICE

The Water Emergency Transportation Authority (WETA) provides ferry service in the Say Area. There are two
proposed routes serving Redwood City - Redwood City to San Francisco and Redwood City to Oakland. The
proposed terminal is located at the end of Seaport Drive, near Pacific Shores. WETA would work with SamTrans
to provide feeder bus service to the terminal. Alternatively, the Circulator Transit System discussed above would
connect the ferry terminal with Saltworks and downtown Redwood City.

5.3.1 Key Issues

The Redwood City ferry terminal and ferry routes are still in the planning stages and funding has not yet been
secured. WET A is pursuing new federal, state and local funding sources. A site-specific EIR would be needed for
the term inal.

5.3.2 Conclusion to Ferry Service

The Saltworks should be designed to accommodate a future connection to the ferry terminal. However, for a
CEQA analysis of the proposal, the ferry service would not be included in the environmental analysis since it is
currently unfunded. The service could be included as part of an alternative analysis for the project.

25
