<br />Sa/tworks Proposa/- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 34 <br /> <br />6.2.2 Conclusions to Parking Management <br /> <br />In order to prepare CEQA analysis, the proposed parking supply and components of the Parking Management <br />Plan need to be specified for the environmental analysis. <br /> <br />6.3 PEDESTRIAN & BICYCLE FACiliTIES (CIRCULATION) <br /> <br />The Saltworks is being designed as a bicycle and pedestrian-friendly community. Bikeways are shown on the <br />Trails Plan (Exhibit 11) and bikeway inset of the Circulation Plan (Exhibit 18) of the Statement of Justification, <br />including an extension of the Bay Trail around the site's perimeter (Figure 5 shows the Trails Plan). The trails can <br />be used by bicyclists and pedestrians. Pedestrian facilities also include the sidewalks adjacent to the internal <br />roadways. Bicycle and pedestrian facilities are described on pages V-59 and V-60 of the SOJ. Additional <br />information was submitted in a white paper titled "Saltworks Pedestrian and Bicycle Connections." It should be <br />noted that the supplemental information provided on the description of the external roadways indicated a Class I <br />bike facility would be incorporated on Blomquist Street from the Perimeter Roadway to Maple Street. The <br />roadway description also included a statement that improvements would be made to the Maple Street overpass to <br />include bicycle and pedestrian facilities. This connection would need to be included in Exhibit 11. Generally, three <br />new bicycle/pedestrian connections across US 1 01 are proposed by the project: the new overcrossing, Maple <br />Street and the Bay Trail through the harbor along Redwood Creek. The proposal does not identify any Saltworks- <br />provided pedestrian or bicycle improvements at the three existing US 101 interchanges. <br /> <br />6.3.1 Key Issues <br /> <br />Exhibit 11 and the white paper show and describe a potential regional Bay Trail connection, bicycle facilities on <br />Blomquist Street, a Maple Street connection, and a potential linkage to downtown Redwood City. It appears that <br />an improved Blomquist Street / Maple Street connection will be constructed as part of the project. However, the <br />extent of these improvements including improvements to the Maple Street overcrossing of US 101 should be <br />clarified in the project description. <br /> <br />6.3.2 Conclusions to Pedestrian & Bicycle Facilities <br /> <br />The submitted materials show the Saltworks proposal having excellent on-site bicycle and pedestrian facilities. <br />The off-site bicycles and pedestrian connections are generally provided at the same locations where vehicle <br />access is provided with the exception of the Seaport Boulevard / Woodside Road corridor. There is a proposed <br />trail connection to Redwood Creek. A CEQA analysis would need to consider whether this level of connectivity is <br />adequate to provide reasonable mobility across US 101 connecting the Saltworks internal circulation system and <br />recreational areas as well as connecting local streets west of US 101. The off-site bicycle and pedestrian facilities <br />proposed by the project would need to be clearly documented for evaluation in a CEQA analysis. <br /> <br />27 <br />
