<br />Saltworks Proposal- Transportation Group Summary Report (22 January 2010) <br /> <br />7A - ATTACHMENT NO.4 <br />Page 36 <br /> <br />6.4 CAR SHARE & ELECTRIC VEHICLES <br /> <br />Saltworks is proposing a car-share service in each neighborhood to complement the alternative transportation <br />program. This service is primarily intended for those residents who only need temporary use of a vehicle and may <br />include hybrids and electric vehicles. In addition, the TMA may be able to purchase neighborhood electric <br />vehicles (NEVs) at a bulk discount and offer them to project residents on a lease-to-own, lease, or own basis. <br />NEVs would be allowed on all Saltworks internal roadways. These options are described on page V-60 of the <br />Statement of Justification. <br /> <br />6.4.1 Key Issues <br /> <br />The key issues include the extent to which the carshare and NEV program is a certainty and what the programs <br />will actually entail in terms of the number of car share sites and any planned NEV purchase or lease programs. <br /> <br />6.4.2 Conclusions to Car Share & Electric Vehicles <br /> <br />In order to prepare a CEQA analysis, the project description would need to include a specific proposal on the size, <br />scope, and type of car share and NEV programs so that trip reductions associated with it can be estimated and <br />included in the evaluation of transportation impacts. Without this level of detail, reductions for the program should <br />not be included in a CEQA analysis. However, these programs could be introduced to mitigate or offset impacts <br />identified in the analysis. <br /> <br />29 <br />
