7A - ATTACHMENT NO.3
Saltworks Proposal- Water Group Summary Report (22 January 2010) Page 21

Chapter 3 - Water Supply Options

3. 1 Approach

This chapter presents an analysis of water supply options for the Saltworks project. The
first section (3.2) describes the sources of supply proposed by OMB. Sections 3.3
through 3.8 evaluate whether the supplies proposed by OMB are available to the project,
including volume and sustainability, and would be capable of meeting the project's
demands as identified in Chapter 2. A summary of findings about water supply is
presented at the end of this chapter in Section 3.9.

3.2 Description of DMS Proposed Water Supplies
OMB carried out a water supply analysis for the Saltworks Project which is published in
the May 14, 2009 Water Supply Report - Redwood City Saltworks (OMB Supply Report,
prepared by EKI, Inc.). The OMB Supply Report identifies a suite of water supply options
for potable water demand, non-potable water demand, and unaccounted for water (or
system losses) associated with the project.

Since the publication of the OMB Supply Report, OMB has further developed one
potable water supply option alluded to, but not directly included in the core suite of
potable supply sources in the OMB Supply Report. OMB has provided details of a
surface water transfer opportunity to the authors of this report, which OMB now identifies
as its primary source of potable supply for the project.

Because OMB now proposes the surface water transfer as the source of potable supply
for the project, the potable supply analysis in this report was carried out with the greatest
detail on the water transfer proposal. Because OMB's application to the City, and all
public documents to date, identify a suite of potable water supply options other than the
water transfer, each of the options put forth in the OMB Supply Report is discussed in
this report. The water team's understanding is that further analysis of any or all of the
selected potable water supply sources for the project may be needed should the project
be implemented.

Analysis of the non-potable supply sources identified in the OMB Supply Report is
carried out in full detail in this report.

The OMB Supply Report identifies the following suite of sources of potable water supply
for the Saltworks project:

· Local groundwater - produced at the project site, up to 700 AFY.

· Redwood City municipal water -from the City's SFPUC regional water system
supply, up to 2,387 AFY available, with Saltworks proposal to use up to 500
AFY.

· Regional potable water offsets - more than 5,000 AFY available through
expansion of recycled water, groundwater development, and water
conservation for potable water offset within the SFPUC regional water
system, with Saltworks proposal to use up to 500 AFY.

14
