<br />7A - ATTACHMENT NO.3 <br />Saltworks Proposal- Water Group Summary Report (22 January 2010) Page 25 <br /> <br />potable supply at build-out of the project (if the project remains as proposed in the <br />application materials). This requirement represents about 15 percent of the City's total <br />contractual amount from SFPUC. As noted in Section 2.3, the Saltworks project would <br />be credited its existing potable demand at the project site, so it is anticipated that the <br />demand of 1,815 AFY based on the Attachment Q method would be decreased <br />somewhat. Nonetheless, the Saltworks project represents a very large new demand on <br />the City's potable water supply that has not been anticipated by the 2005 UWMP. <br /> <br />Following is a discussion of other water supply planning activities underway in Redwood <br />City that may have bearing on the availability of its potable supply for the Saltworks <br />project: <br /> <br />. Redwood City New General Plan - Redwood City is currently in the process <br />of preparing a New General Plan. Per City Council direction and at the <br />request of DMB, the New General Plan does not include an amendment for <br />the proposed Saltworks project; the New Plan maintains the existing General <br />Plan designation for the site in anticipation of a subsequent General Plan <br />amendment that would be processed by the City for the Saltworks project. <br />The Draft New General Plan was accepted by the City Council at its <br />November 23, 2009 meeting and staff is now proceeding with preparation of <br />the EIR. The EIR will include an analysis of the Plan's water demand and <br />supply requirements, but will not include an SB 610 WSA. Because the City <br />has received a formal application for the Saltworks project, it will be included <br />as a "reasonably foreseeable project" for the EIR's cumulative impact <br />analysis. Based on recent discussion with City staff and the General Plan <br />EIR consultant, the Administrative Draft EIR water supply and cumulative <br />impact analyses may be available for review by February-March 2010. The <br />General Plan may identify demand that is greater than that identified in the <br />2005 UWMP and possibly greater than the City's current SFPUC Supply <br />Assurance of 12,243 AFY. <br /> <br />. Water Master Plan - The City is currently preparing a Water Master Plan. <br />The objective of the Plan is to develop a 20-year Water Capital Improvement <br />Plan. Future water demand for the Plan will be based, in part, on the City's <br />New General Plan land use and population projections. A new hydraulic <br />model of the City's water system will also be developed, to identify needed <br />improvements in water conveyance, reliability, and storage. The water team <br />has not discussed the status of the Water Master Plan with City staff, so it is <br />unknown how or if it is addressing the Saltworks proposal. <br /> <br />. BAWSCA Long-Term Reliable Water Supply Strategy - As a member of <br />BAWSCA, Redwood City is currently participating in a long-term water supply <br />study to address the SFPUC's decision to limit water available for purchase <br />and defer decisions about meeting future water needs until 2018 (see WSIP <br />discussion above). The scope of work for preparing the strategy is <br />anticipated to be completed by early 2010, with development of the long-term <br />water supply strategy scheduled for 2010-2011. Implications of the Saltworks <br />project water demand and DMB's surface water transfer proposal for the <br />BAWSCA long-term water supply strategy are unknown at this time. <br /> <br />18 <br />
