APPROV AL OF THE PROJECT <br /> <br />A. Project Description <br /> <br />By this action, the SFPUC adopts and implements the BDPL No.5 Project identified in the Final <br />EIR to construct a 2 I-mile pipeline from approximately 100 feet east of Mission Boulevard, near <br />the Irvington Tunnel Portal, in Fremont (Alameda County) to the Pulgas Tunnel Portal in <br />unincorporated San Mateo County near Redwood City. The Project would generally be <br />constructed within the existing SFPUC right of-way (right of way), parallel to BDPL Nos. 1 and <br />2, which extends from the Irvington Tunnel Portal in Fremont, through the cities of Fremont and <br />Newark, across the Bay at the Dumbarton Strait, through East Palo Also, Menlo Park, and <br />Redwood City, to the Pulgas Tunnel Portal area in unincorporated San Mateo County. A five- <br />mile portion of the Project would be tunneled under the Bay and adjacent marshlands, and is <br />referred to as the Bay Tunnel. The Bay Tunnel would begin at the Newark Valve Lot, traverse <br />beneath San Francisco Bay, and continue to the Ravenswood Valve Lot (partly in Menlo Park <br />and partly in East Palo Alto). The Bay Tunnel would be sized to eventually replace the water <br />conveyance function of portions ofBDPL Nos. 1 and 2 between the Newark Valve Lot and the <br />Ravenswood Valve Lot. <br /> <br />Key features of the proposed Project include: <br /> <br />. A welded-steel pipeline, approximately 72 inches in diameter, extending along the seven- <br />mile reach fronl Mission Boulevard in Fremont to the Newark Valve Lot, located within <br />the existing SFPUC right of way ofBDPL Nos. 1 and 2; <br /> <br />. The Bay Tunnel segment ofBDPL No.5, approximately 120 inches in diameter, <br />extending five miles from the Newark Valve Lot to the Ravenswood Valve Lot, crossing <br />under the Bay and the adjacent marshlands. BDPL Nos. 1 and 2 would tie into the tunnel <br />at both ends and would be decommissioned between the Newark and Ravenswood Valve <br />Lots; <br /> <br />. A welded-steel pipeline, approximately 60 inches in diameter, extending along the nine- <br />mile reach from Ravenswood Valve Lot to Pulgas Tunnel Portal, located within the <br />existing SFPUC right of way ofBDPL Nos. 1 and 2; <br /> <br />. New facilities at six existing valve lot locations, including new concrete valve vaults and <br />control buildings that house electrical control panels, isolation valves, mechanical <br />equipment, and cross-connections between BDPL No.5 and the existing BDPL Nos. 1 <br />and 2. <br /> <br />. New flow-metering vaults at Driscoll Road in Fremont and. Hassler Road in Redwood <br />City. <br /> <br />. A new fiber optic cable installed on existing towers between PG&E's Ravenswood <br />Substation in Menlo Park and its Ames Substation in Mountain View. <br /> <br />B. Project Objectives <br /> <br />The Bay Division Pipelines Nos. 1, 2, 3, and 4 ("BDPLs") convey water from the Irvington <br />Portal in Fremont to customers in the East BaYt South Bay, and San Francisco Peninsula <br /> <br />2 <br />
