Road closures would require drivers to detour to other, <br />potentially less convenient routes to their destinations. <br /> <br />Construction across most roadways would use the open-trench method, which requires <br />excavation through the roadway. The severity of the impact of lane closures on traffic resulting <br />from open-trench construction would vary by time of day, the number of available travel lanes, <br />and whether existing traffic volume levels would be maintained during peak traffic flow periods. <br />With the exception of residential streets, which have low daily and peak hour traffic volumes, the <br />temporary elimination of one or more travel lanes during peak hours could result in LOS F <br />conditions because traffic volume demand could substantially exceed the capacity of the <br />roadways, causing a significant traffic impact. Those roadways that would be impacted by <br />construction operations are identified in the Draft EIR, beginning on page 4.16-17. <br /> <br />. Mitigation Measure TRN 1 a: Traffic Control Plan Measures <br />. Mitigation Measure TRN Ib: Coordination of Traffic Control Plans for Project Segments <br /> <br />Impact TRN-2: Pipeline construction would temporarily reduce capacity of the street <br />system, which could have a temporary impact on transit operations where trenchless <br />crossings are not used. <br /> <br />Construction activities could disrupt the flow of public transit along the alignment and could <br />slow bus movements. If full street closures are required, buses may need to be temporarily <br />detoured and/or bus stops temporarily relocated. The use of trenchless construction methods on <br />Mission Boulevard, Fremont Boulevard, Mowry Avenue, Cherry Street, Central A venue, Willow <br />Road, EI Camino Real, and Woodside Road would avoid impacts from lane blockages or road <br />closures on the AC Transit, VT A, and SamTrans bus routes on these roadways. Additionally, as <br />part of SFPUC Standard Construction Measure No.5 (traffic-control plan), the SFPUC would <br />require its construction contractor( s) to coordinate with local traffic and transit agencies to <br />minimize disruption and to inform the public well in advance of transit stop or schedule changes. <br />However> Project construction could still have a significant impact on transit where trenchless <br />construction methods are not used. <br /> <br />.
