<br />7A <br />This investment also supports the City's overall mission and vision as well as several of Page 3 <br />the City's strategic initiatives including public safety, community building, support for <br />youth, and economic development. [See Appendix A, HSFA and the City's Overall <br />Mission, Vision, and Strategic Initiatives] <br /> <br />Since 2005, and the adoption of the 2005-2010 Consolidated Plan, the Housing and <br />Human Concerns Committee (HHCC) made a conscientious effort to shift the focus for <br />the HSFA program to funding "basic human needs" in our community while <br />simultaneously focusing Federal Community Development Block (CDBG) funds on <br />homelessness and housing assistance activities. The Committee defined basic human <br />need as activities that are vital for survival and not just an improvement to the quality of <br />life. Examples of this include food assistance, crisis intervention and support, and <br />healthcare for the uninsured. <br /> <br />Particularly in the context of the City's current budget constraints, the HHCC is <br />committed to re-double its efforts to guarantee a stringent review which assures that <br />City's funds are well leveraged and focused on the most basic critical human needs for <br />the most vulnerable members of our community. <br /> <br />ALTERNATIVES <br />Council could choose not to fund HSFA or Redwood Family House or to fund the <br />programs at greatly reduced amounts. <br /> <br />As a result, Redwood City residents would have less or no access to certain basic <br />human services. For example: <br /> <br />o more homeless individuals and families, including those recently released from <br />jail will be on the street and downtown in Redwood City without Salvation Army <br />or Service League motel vouchers; <br />o low-income seniors will have access to fewer hot meals each week should <br />Family Service Agency have to reduce their lunch program by one more day due <br />to insufficient resources; <br />o more elderly residents in residential care facilities will be victims of abuse or <br />neglect if the Ombudsman Services of San Mateo County were unable to monitor <br />all facilities in Redwood City as they currently do. <br />Q fewer families would have access to shelter services at Redwood Family House <br />due to staff reductions and less staff capacity to provide comprehensive case <br />management services. <br /> <br />Without the breadth of non-profit agencies providing services in our community, the City <br />would find itself in a situation where it would either need to provide some of these <br />services as the City or utilize increasing City resources to address the consequences of <br />not providing the services - increased crime rates, increased homelessness, increased <br />disintegration of families in our community, increased elder abuse in residential care <br />facilities. <br /> <br />FISCAL IMPACT <br />Funding for Fiscal Year 2009-2010 was at $231,594 for HSFA and Redwood Family <br />House. This represents 20/0 of the overall PRCS Department budget and .20/0 of the <br />overall City budget. <br />
