By 4/5 majority vote of the City Council, waive reading and establish a temporary <br /> moratorium on the establishment and operation of inedical marijuana collectives. <br /> (205) <br /> INTERIM ORDINANCE No. 2350 OF THE CITY OF REDWOOD CITY ADOPTING A <br /> TEMPORARY MORATORIUM ON THE ESTABLISHMENT AND OPERATION OF <br /> MEDICAL MARIJUANA COLLECTIVES Ordinance becomes effective immediately <br /> Sailesh Mehra, Associate Planner, gave a presentation (on file) asking Council to <br /> consider a temporary moratorium and provided information on what other California <br /> cities have done. <br /> The Mayor opened the public hearing. <br /> Michael Valencia, co-founder and representing the Peninsula Patients Cooperative <br /> addressed the Council. He would like to open a club in Redwood City and offered his <br /> services and information on any questions Council may have during the moratorium. <br /> He offered to be a resource on the matter. <br /> M/S Gee/Foust to close the public hearing. Motion carried by unanimous voice <br /> vote. <br /> One Council Member commented that while on the campaign trail this came up. He <br /> opined that the issue of land use, namely parking and traffic, is important and it needs <br /> to be looked at carefully. He heard some complaints from residents on the matter. He i <br /> also pointed out that because of the sphere of influence in the North Fair Oaks area <br /> this need to be studied and considered carefully in cooperation with the San Mateo <br /> County. <br /> M/S Foust/Bain to approve the recommendation. Motion carried unanimously by <br /> electronic vote. <br /> B. Courthouse Square Ordinance Implementation. <br /> Recommendation: <br /> 1. Introduce an ordinance adding Sections 33A. 36-33A.41 to Article III, Chapter <br /> 33A of the Redwood City Municipal Code pertaining to Use of Courthouse <br /> Square. (305) <br /> ORDINANCE ADDING ARTICLE III TO THE REDWOOD CITY MUNICIPAL CODE <br /> CHAPTER 33A RELATED TO REGULATIONS FOR COURTHOUSE SQUARE <br /> Lori Popovich, Redevelopment Analyst, presented the report (presentation on file). <br /> Various Council Members asked questions of staff. Private events were discussed in <br /> detail and Ms. Popovich provided reasoning why this was not fully determined now and <br /> how the first year will be used as a "trial year".
