Vice Mayor Aguirre asked a question regarding the location of cooperatives. Council
discussed the matter of locations in the county. Acting City Attorney Abrams explained that
the current time frame serves as a protection to the Council and the city. Some Council
Members said that this is a time to study this item and see how other cities have dealt with
this. The City of Oakland was mentioned as an example and it was suggested that its
approach be researched.

MIS Foust/Piece to adopt the ordinance and include a study session (number 3 of
the alternative).

One Council Member would like crime statistics as well as details about what to expect if
this comes to pass. This Council Member would like this earlier rather than later. Another
Council Member would like to know the experiences from other cities, so that the legal
implications are fully understood. Mayor Ira said that the Council is not afraid to look at
this, it is a matter of wanting to do it right and consider staff resources.
Motion carries unanimously by electronic vote. Minute Order 10-018

9. MATTERS OF COUNCIL INTEREST

A. Legislation (information only) - This sub-section involves possible discussion of
City Position on Proposed Legislation described in the League of California Cities
City Advocate Weekly Issue No. 1-2010 and 2-2010. Mayoral Appointments - Mosquito Abatement Board. Mayor Ira appointed Maria
Martinucci to serve on this seat.

C. Council Reports on Meetings Attended.

Council Member Bain reported on attending the Advance Life Support Joint Powers
Authority Board meeting. He explained that this body oversees the ambulance
services on the county and the discussion was about the possibility of a slight
increase in dispatcher costs. This matter would have to be approved by Council.

Council Member Foust said that she was elected to serve as Chair of the
Transportation Authority and Council Member Terry Nagel is the new member.

10.
