SCOPE OF SERVICES Communication and Educational Information Support Data Instincts February 8, 2010 Purpose This scope of services provides for consultations to the City of Redwood City for the purpose of providing information to the public about the schedule and implications of the submitted application from CargHl/Saltworks and developer, DMS Associates. The Consultant shall develop communications materials in coordination with City staff and Planning Department on an as needed basis. These may include but are not limited to a variety of informational collateral materials and means such as fact sheets, PowerPoint presentations, Web page updates, educational materials, guidelines, letters, online social media tools, and e-mail broadcasts, all in accordance with state law. The consultant will coordinate directly with Blake Lyon of the Planning Department, the consultant team of Hart Howerton and the selected CEQA consultant. Not to exceed: $90,000 through initial CEQA planning phase of DMS application subm ittal. If additional resources are needed an updated estimate will be provided. Data Instincts Data Instincts is a professional consultancy dealing with Public Information and Public Involvement serving municipalities, counties, public agencies and engineering firms with public outreach efforts. More specifically, Data Instincts specializes in: . Community Communications, Education and Awareness . Public & Media Relations during Project Evaluation and Consideration . Public Involvement, Information and Notification during Environmental Review/Studies . Assessing Public & Stakeholder Sentiment using In-depth Interviews, Surveys & Focus Groups Data Instincts will assist the Hart Howerton team and City Staff in communications, public and media relations toward implementing 3 initial phases for CECA process in regard to SaJtworks application; Phase One Environmental Consultant Team Selection Process -work with the City and Hart Howerton to craft an RFQ and overall selection process to identify the lead environmental consultant and team. Phase Two Notice of Preparation and Scoping- work with city staff and team and select lead environmental consultant to craft the NOP, scoping approach, public involvement and participation process and public meeting schedule.
