REPORT 6.10 age 1 February 22, 2010 SUBJECT Professional services agreement for closed-circuit television inspection of selected sanitary sewer mains RECOMMENDATION Approve, by motion, an agreement with Nor-Cal Pipeline Services of Yuba City to provide closed circuit television e'CCTV") inspection services of Sanitary Sewer Basin Nos. A05 and B06 for an amount not to exceed $119,560.05 and authorize the city Manager to increase the contract amount up to 10% if necessary. BACKGROUND The city annually replaces or upgrades aging and deficient sections of sanitary sewer lines. A total of eighteen (18) sewer basins have been identified of which the city has completed three (3) basins in the previous years. CClV inspections of the pipe interior are regularly conducted prior to this annual project. Sections for repair and replacement are systematically identified using criteria that include condition of pipe, capacity limitations, and frequency of service disruption. The proposed agreement will provide data required to assess the condition of the sanitary sewers to determine the most cost effective repair method prior to the annual replacement/rehabilitation project. Two (2) companies responded to a Request for Proposal. Both proposals were received on December 11, 2009. Proposals were evaluated and Nor-Cal Pipeline Services was selected based on the firm's qualifications, responsiveness, experience, and cost. Nor-Cal Pipeline Services will conduct a closed-circuit television inspection of the sanitary sewer mains in two areas identified below. 1. Sanitary Sewer Basin No. A05 bordered by McGarvey Avenue, Fernside Street, Carson Street, and Truman Avenue. This area was selected as it was evaluated in the Sewer Master Plan to contribute to high infiltration/inflow (1/1). 2. Sanitary Sewer Basin No. B06 bordered by EI Camino Real, Poplar Avenue, Central Avenue, Encina Avenue and East Oakwood Boulevard. This area was selected as it was evaluated in the Sewer Master Plan to contribute to high infiltration/inflow (1/1). Nor-Cal Pipeline Services will clean the sanitary sewer mains and inspect the pipelines using cameras to record visual data that will be used by staff to assess the condition of each sewer main. Staff will receive data including inspection logs, full streaming videos, and observation codes which classify the condition of the pipe segment. The data will be used to identify sections of the sewer main in need of upgrade or replacement as part of the annual program. AL TERNAnves Council may choose not to enter the proposed agreement with Nor-Cal Pipeline Services and direct staff to interview other qualified firms.
