<br />REPORT <br /> <br />6.10 <br />age 1 <br /> <br /> <br />February 22, 2010 <br /> <br />SUBJECT <br />Professional services agreement for closed-circuit television inspection of selected <br />sanitary sewer mains <br /> <br />RECOMMENDATION <br />Approve, by motion, an agreement with Nor-Cal Pipeline Services of Yuba City to <br />provide closed circuit television e'CCTV") inspection services of Sanitary Sewer Basin <br />Nos. A05 and B06 for an amount not to exceed $119,560.05 and authorize the city <br />Manager to increase the contract amount up to 10% if necessary. <br /> <br />BACKGROUND <br />The city annually replaces or upgrades aging and deficient sections of sanitary sewer <br />lines. A total of eighteen (18) sewer basins have been identified of which the city has <br />completed three (3) basins in the previous years. CClV inspections of the pipe interior <br />are regularly conducted prior to this annual project. Sections for repair and replacement <br />are systematically identified using criteria that include condition of pipe, capacity <br />limitations, and frequency of service disruption. The proposed agreement will provide <br />data required to assess the condition of the sanitary sewers to determine the most cost <br />effective repair method prior to the annual replacement/rehabilitation project. <br /> <br />Two (2) companies responded to a Request for Proposal. Both proposals were <br />received on December 11, 2009. Proposals were evaluated and Nor-Cal Pipeline <br />Services was selected based on the firm's qualifications, responsiveness, experience, <br />and cost. Nor-Cal Pipeline Services will conduct a closed-circuit television inspection of <br />the sanitary sewer mains in two areas identified below. <br />1. Sanitary Sewer Basin No. A05 bordered by McGarvey Avenue, Fernside Street, <br />Carson Street, and Truman Avenue. This area was selected as it was evaluated in <br />the Sewer Master Plan to contribute to high infiltration/inflow (1/1). <br />2. Sanitary Sewer Basin No. B06 bordered by EI Camino Real, Poplar Avenue, Central <br />Avenue, Encina Avenue and East Oakwood Boulevard. This area was selected as it <br />was evaluated in the Sewer Master Plan to contribute to high infiltration/inflow (1/1). <br /> <br />Nor-Cal Pipeline Services will clean the sanitary sewer mains and inspect the pipelines <br />using cameras to record visual data that will be used by staff to assess the condition of <br />each sewer main. Staff will receive data including inspection logs, full streaming videos, <br />and observation codes which classify the condition of the pipe segment. The data will <br />be used to identify sections of the sewer main in need of upgrade or replacement as <br />part of the annual program. <br /> <br />AL TERNAnves <br />Council may choose not to enter the proposed agreement with Nor-Cal Pipeline <br />Services and direct staff to interview other qualified firms. <br />
