WUAP maintenance services are
necessitated by operational challenges which staff encountered during the first year of
BBRP implementation. The development of additional WUAP enhancements will further
improve customer service through internet-accessible customer information and by
automating the delivery of valuable water use reports.

Staff did not advertise for competitive bid for this project; as KorTech Consulting has
been the sole service provider, designer, and developer of the WUAP since 2001. Staff
recommends that the City Council approve the professional services agreement with
KorTech Consulting in the amount of $162,000 and authorize the City Manager to sign
Agreement. All tasks and services will be provided on an as-needed basis.

ALTERNATIVES
The work included in this scope of services could be provided by adding city staff.
However, this would result in a staff down-sizing at the end of the project phase. Staff
believes that KorTech Consulting performance to date and their readiness to move
quickly on critical path tasks is a key efficiency factor.

FISCAL IMPACT
Funds in the amount of $1.2 million for the completion of this project are available in the
Fiscal Year 2009/2010 Water Conservation - Capital Improvement Program budget.

~

ubhc Works Superintendent

Peter Ingram ~ /

City Manager

~B )
Lar arwacz '7
Public Works Services Director

ATTACHMENTS
Professional Services Agreement

RELATED DOCUMENTS IN CITY CLERK'S OFFICE
None
