<br />REPORT <br /> <br />6.2C <br />Page 1 <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />February 22,2010 <br /> <br />SUBJECT <br />Association of Bay Area Governments State Energy Program Resolution <br /> <br />RECOMMENDATION <br />Adopt Association of Bay Area Governments State Energy Program Grant Application <br />Resolution <br /> <br />BACKGROUND <br />In July of 2009, the San Mateo County Manager's Office identified the opportunity to <br />develop a residential energy assistance program (REAP) for San Mateo County that <br />would leverage resources coming to the county and cities through Federal Energy <br />Efficiency and Conservation Block grants. In response, the County Manager's Office <br />convened a city/county workgroup to research program options and develop consensus <br />on the design and implementation of a countywide residential energy efficiency <br />program. Beth Ross, Redwood City's Environmental Initiatives Manager, has been <br />participating on the workgroup. <br /> <br />As part of this effort, San Mateo County and cities within San Mateo County, are <br />partnering with the Association of Bay Area Governments (ABAG) on a state energy <br />program grant application. The grant application is specifically for the Retrofit Bay Area <br />program. The program if funded will promote residential energy efficiency and develop <br />the capacity of local contractors to per form energy efficiency home retrofits. The <br />attached resolution authorizes the City of Redwood City to participate in the program. <br />This application is separate from, but complementary to the CaliforniaFIRST program. <br /> <br />State Energy Program <br />The California Energy Commission's (CEC) $95 million in State Energy Program (SEP) <br />funds and Department of Energy's (DOE) $390 million in Retrofit Ramp-Up funds <br />provide an unprecedented opportunity to develop and implement a regional community- <br />scale building retrofit program. The Association of Bay Area Governments in <br />partnership with the eight counties and a total of 104 local governments in the San <br />Francisco Bay Area are working together to present an innovative proposal - Retrofit <br />Bay Area - to establish the infrastructure for a market-driven residential retrofit program. <br />This self sustaining program will stimulate the economy and create jobs while <br />transforming energy markets in California. Designed for scalability and transferability <br />this program will create a model that can be replicated statewide and nationally. <br /> <br />Regional Scope of Work <br />ABAG is applying for a $10.75 million grant from the California Energy Commission to <br />fund Retrofit Bay Area, a region-wide energy efficiency program that will retrofit 17,000 <br />homes (single family and multifamily) to achieve reduction in home energy <br />consumption, while creating 1,739 home energy retrofit jobs. The grant, if awarded, <br />would include regional program development, local program development and <br />implementation, evaluation, measurement, administration, and reporting. <br />
