<br />A. Annual Review of Strategic Initiatives (background information available at the City <br />Clerk's Office) - session facilitated by Dr. Marilyn Manning. <br /> <br />City Manager Ingram made some opening remarks. He then explained the agenda for the <br />evening. Dr. Manning led the session and explained that her job is to facilitate an in-depth <br />discussion about what the Council's views are on different issues related to the annual <br />review of strategic initiatives. She provided some guidelines for the session. <br /> <br />There was Council consensus on the Strategic Initiatives. Then the Council looked at the <br />goals one by one (see presentation on file). Under government operations one Council <br />Member suggested that the last bullet be placed first. There was general concurrence that <br />the community under initiatives is broad and it crosses from local to regional. One Council <br />Member would like to suggest performance measures and objectives. Peter Ingram, City <br />Manager, said that such inputs are welcomed. One Council Member mentioned that <br />infrastructure needs to be included and considered under government operations. <br /> <br />Dr. Manning then explained the results of a survey taken by Council on the issue of core <br />service areas. One Council Member changed his rating on the highly skilled workforce. <br />Council went over each of the areas and the ratings. One Council Member asked that in <br />the future there be some description of each area and another Council Member would like <br />more consistency on the vocabulary used. Mayor Ira asked that more information about <br />public infrastructure be shared with the Council so the community is aware of what the city <br />is up against. <br /> <br />One Council Member spoke about the levy in Redwood Shores and how the Mayor is <br />getting emails on this issue. She explained that the tone of the emails was uncalled for <br />and she thanked the Mayor and the City Manager for their professionalism. Dr. Manning <br />asked for specific direction on core services especially in light of the budget cuts. Council <br />reaffirmed its ratings provided via the survey and how the top rated items are still what is <br />most important to them, especially the first four to five items (Public Safety/Fiscal <br />Stability/Legal and Regulatory Compliance/Public Infrastructure/Policy Governance). <br />Mayor Ira supports the first four items on the list as the top focus for the city, and he <br />explained that certain things are mandated by law such as the Attorneys and the Clerk's <br />Departments. <br /> <br />It was mentioned that some of the omitted core service areas may fit under others as <br />subsets. Another Council Member agreed that the first five are key core services. One <br />Council Member said it is a new day and we have to find a new way of doing business. <br />This Council Member said that one through four or five are the core services. He said that <br />he is looking for collaborations, partnerships and inter-departmental leveraging. One <br />Council Member is not looking forward to going through budget cuts every six months. <br /> <br />City Manager Ingram explained that re-crafting and collapsing of the core service areas <br />would be a next step. Mayor Ira clarified that he does not need such additional step and <br />that what he would rather see are options. Vice Mayor Aguirre confirmed that the writing is <br />on the wall and she wants to move forward and not dwell on this anymore. Another <br />Council Member concurred that they are accepting what was provided and ready for the <br />next step.
