system improvements required so that the City can cost-effectively and reliably meet required flow,
pressure, and water quality goals, while maintaining operational flexibility and system reliability and
storage reserves. Based on existing demands, WY A will prepare a detailed recommendation of
improvements, prioritized based on degree of existing system deficiency and/or criticality of facility.

TASK 7.3 EVALUATE THE BUILDOUT SYSTEM

To assess the adequacy of the City's buildout water system facilities to meet the system performance
criteria developed in Task 7.1, WY A will use demand forecasts from Task 5, the system facilities
inventory and assessment from Task 2, and the calibrated hydraulic simulation model developed
previously by WY A from Task 6. WY A will perform the following system analysis for buildout
conditions:

Evaluate Pump Station and Storage Capacity: Evaluate pump station and storage requirements, comparing
pump station and storage sizing with service standards identified in Task 7.1.

Evaluate System Peak Demand Hydraulic Performance: Use the hydraulic model to assess system
hydraulic performance for peak demand conditions, comparing system performance with established level
of service criteria in Task 7.1. Analysis will be performed using static (snapshot) evaluations for
maximum demand day plus fire flows, and for peak hour scenarios.

Identify and Prioritize System Improvements: WY A will identify which existing facilities lack capacity
under buildout conditions or would not be cost-effective to operate to accommodate the City's future
demands. WY A will then identify system improvements required so that the City Water can cost-
effectively and reliably provide required flows and pressures, while maintaining operational flexibility and
system reliability and storage reserves. Once improvements sizing is established, an extended period
simulation will be performed for maximum demand day to confirm improvement sizing. Based on
forecasted service growth and demand projections, WY A will prepare a detailed recommendation of
improvements, prioritized based on degree of existing system deficiency and/or criticality of facility.

TASK 7.4 DEVELOP PROJECT PHASING

Using the 5-, 10-, and 15-year demand projections developed in Task 5, WY A will develop a phasing plan
for facilities. Intermediate modeling scenarios will be developed, as needed, to confirm phasing
recommendations.

Task 7 Work Products:

. Draft chapter on the existing, overall water system performance criteria, including
recommendations for proposed modifications to the City's existing service standards (ifany). The
contents of this draft chapter will provide the formal basis for the development of the water master
plan and resulting Capital Improvement Plan.

. Draft chapter which summarizes the existing system evaluation and recommended system
improvements to meet the performance criteria developed in Task 7.1.

.
