Seismic Vulnerability Study

Related Experience - G&E Engineering Systems Inc.

G&E is a firm specializing in the seismic assessment of water, power and related lifeline
utilities. G&E staff have extensive experience in the evaluation of underground water
pipelines, wells, tanks, reservoirs, the analysis of pipelines at fault crossings, field
inspection of pumping plants, seismic evaluation of water treatment plants, the evaluation
of existing buildings under seismic motions for life safety and post-earthquake
functionality requirements, network analysis of water distribution systems using
hydraulic analysis tools, and associated design efforts.

G&E has already established seismic vulnerability assessment procedures and has much
of the necessary data to perform the City of Redwood City study as a result of our
experience.

In the past five years, we have performed seismic vulnerability evaluations for many
local area water systems, including: City of San Francisco (SFPUC), East Bay Municipal
Utility District (EBMUD), Zone 7, Santa Clara Valley Water District (SCVWD), South
Bay Aqueduct (DWR), Hayward, ACWD, Milpitas, City of Santa Clara, Sunnyvale,
Mountain View, Cal Water Los Altos, Palo Alto, Stanford University,Cal Water
Livermore, Coastside CountY, Bear Gulch, Menlo Park, Redwood City, San Mateo, San
Carlos, Belmont, Burlingame, Brisbane, Daly City, South San Francisco, Contra Costa
Water District, Livermore, the City of Berkeley (specialized fire fighting system).

Outside of the immediate SF Bay Area, G&E has performed seismic vulnerability
assessments for the following water systems: San Diego, Pasadena, Fountain Valley,
Westlake, East Los Angeles, Redondo Beach, Dominguez, Palos Verdes, Big Bear Lake,
Humboldt Bay Municipal Water District, City of McKinleyville, Oregon City, Albany
Oregon, Portland Water Bureau, Mercer Island and others.

Below are a few related seismic design projects undertaken by G&E, findings from which
might bear on the decisions as to what to upgrade for Redwood City:

For the SFPUC, G&E is designing upgrades for all major pipelines at the Harry Tracy
Water Treatment Plant (HTWTP), for ground shaking, landslide and fault offset. The
HTWTP provides a backup source of water to Redwood City should there be damage or
insufficient supply from BDPL 1,2,3,4 or 5.

For the SFPUC, G&E is designing the new Bay Division Pipeline (BDPL) 5 pipeline that
will traverse through the Redwood City service area, parallel to the existing BDPL 1 and
2 pipelines. We are producing the contract documents and specifications for all new
pipelines and appurtenances through the Hayward fault zone and near Lake Elizabeth
(Paseo Padre grade separation). The new BDPL 5 pipeline is being designed to be
