'.

Seismic Vulnerability Study

Client: City of San Diego Water Department, 600 B Street, San Diego, CA 92101. Client
Contact: Mr. Mike Conner, 858-522-6856. Project Description: Seismic vulnerability
assessment of water distribution system, including over 3,000 miles of pipelines, 50
reservoirs and tanks, 3 treatment plants, 40 pumping plants. Developed seismic criteria
for post-earthquake operations for fire, life safety, residential, commercial and industrial
customer service. Included detailed evaluations of reservoir outlet towers, tanks,
reservoirs, pump stations, pipelines. Considered liquefaction, landslide, surface faulting
and ground shaking hazards. Developed $46 million seismic improvement program as
part of an overall $780,000,000 system upgrade capital improvement program.

Seismic Evaluation Program - EBMUD

Client: EBMUD, 375 Eleventh Street, Oakland, CA 94607. Client Contact: Mr. David
Pratt Young, 510-287-1665. Project Description: Seismic vulnerability assessment of
water distribution system, including 4,000 miles of pipelines, 175 tanks, 6 treatment
plants, 135 pumping plants. Developed seismic criteria for post-earthquake operations for
fire, life safety, residential, commercial and industrial customer service. Included
walkdown inspection of over 120 facilities; damage assessment of pipelines under several
scenario earthquakes; validation of water system performance during 1989 Lorna Prieta
earthquake.

Seismic Assessment of Underwater Pipeline Crossings

Client: EBMUD, 375 Eleventh Street, Oakland, CA 94607. Client Contact: Mr. Joe
Young, 510-287-0147. Project Description: Seismic assessment of5 underwater and 1
on-bridge pipeline river crossings. The effort included detailed nonlinear computer
analyses of older pipeline materials under the combined effects of seismic wave passage
and lateral spreading of underlying soils. The pipelines included 1948-vintage cast iron
pipe with articulated ball joints; bored 1985 welded steel pipe; and cut and fill 1970-
vintage welded steel pipe. The piled valve box and interior slip jointed pipeline fittings
were evaluated. Based on the analyses, it was found that 2 of 6 pipelines were likely to
fail under large earthquake movements of up to 5 feet. The mitigation schemes relied
upon redundancies in the existing system, as well as addition of valves to preclude severe
depressurization of the resulting water transmission system.

Seismic Evaluation Program - Detailed Evaluations

Client: EBMUD, 375 Eleventh Street, Oakland, CA 94607. Client Contact: Mr. David
Pratt, 510-287-1665. Project Description: Seismic vulnerability assessment and retrofit
of water distribution system. Refined assessments for items found to be most vulnerable
from initial reviews. Retrofits include upgrade of older 1920-vintage buildings for life
safety and continued post-earthquake function; design of new pipelines; retrofit of
concrete and steel tanks and open cut reservoirs; anchorage of electrical, mechanical,

October 9,2009

Page 15
