There is simply no need to construct new detention facilities in an <br /> downtown or directly adjacent to�residential areas. <br /> Redwood City's goal must be#o persuade the Board of Supervisors that the criteria for <br /> site selection and the timeline for making decisions should be changed,which wil!result <br /> in a more positj�e outcome for both the City and the Caunty. <br /> Should#he City Council approve this agreement and formally launch the public process <br /> envisioned, a coalition of community organizations and groups will quickly be formed to <br /> carry out a well-organized and effective campaign to meet this goaf. <br /> City staff does not have the capacity or the core competencies to meet#he needs of this <br /> effort. Davies has an impressi�e track record in facilitating <br /> and guiding genuine grassroo�s efforts by building community coaiitions and getting <br /> reliabie information out to the engaged publ'sc, who then are enabled to communicate <br /> the will of the citizenry ta policy makers. <br /> The Scope of Services {See Exhibit A within Attachment 1} includes: a�ariety of public <br /> engagement activities designed to gair� widespread, visible, and demonstrable support <br /> far the City's opposition to a new jail site Downtown;an economic analysis of ti�e impact <br /> of a new ja�l facility on Redwood City's Downtown; identification and evaluation of <br /> potential alternative jail sites; and lega! review and support for enVironmental aversight, <br /> documentation, and processes. <br /> BACKGROUND <br /> Since 2006, San Mateo County has been engaged in studies to identify approaches to <br /> reiisve overcrowding in the San Mateo County Women's Correction Center and the <br /> Maguire Correctional Facility, both located in Redwood City. The studies iden#ified the <br /> need for a new correctional facility, referred to as the "replacemen# jail."� The Jaii <br /> Planning Unit reports directly to the Sheriff and has been working to identify potential <br /> sites for the replacement jail. After consideration of 18 sites counfywide, tt�e Jail <br /> Planning Unit narrowed their focus to seven that were deemed to be the most viable. <br /> Two of the fiop seven sites are located in Downtown Redwood Ci#y (the County Motor <br /> Pool site on Winslow Avenue and the vacant Dodge dealership on Veterans Boulevard} <br /> and another three of the seven sites are (ocated near the Ciiy's borders (two in San <br /> Carlos and one in Menlo Park}, Both of the Redwood City sites are {ocated within the <br /> City's Redevelopment Area. <br /> The County's site selection process included utilization of a Jail Planning Advisary <br /> Committee (JPAC) whose members were appointed by the County Board of <br /> Supervisars. Then-Mayor Rosanne Foust and Planning Commissioner Nancy Radcliffe <br /> represented Redwood City on the JPAC. <br /> ' It should be noted that the term"replacement jail"refers to the Women's Correctional Center only.The <br /> Maguire Correctional Facility in Downtown Redwood City between Marshal[and Bradford Streets would <br /> remain. Thus if a "replacement jail" is sited in �owntown Redwood Ci#y there would be an addltional <br /> large incarceration facility in the heart of town. <br />
