On an apparently parallel—but separate— <br /> track, the County planning department has retained the architectural frrm HOK to carry <br /> out a master planning process for the County Center campus. It is unclear as of this <br /> date what fihe scope and thrust of thaf work is, and how the replacement jail wi�l be <br /> addressed. City staff has offered, a�d expects to be invited, to meet with Count� <br /> planning staff to discuss the Couniy campus within the framework of the City's General <br /> Plan and Downtown Precise Plan vision, but this has not yet been scheduled. <br /> In late January 2010, the Jail Planning Unit issued an upda#ed "Replacement Jail Time <br /> �ine", which indicates that on May 25, 2010, the Sheriff will ask the County Board af <br /> Supervisors for the following approvals: <br /> • Site selection(Motor Pool) <br /> • Jail functional plan <br /> • Staffing analysis <br /> • Replacement jail budget <br /> The timeline indicates that the Couniy will then immediately issue request for pro�osals <br /> for: <br /> • Preparation of an environmental impact repart <br /> • Architectural services <br /> • Preparation of"bridging dacuments" <br /> Given the above milestone dates, it is imperative#hat Redwood City organize and carry <br /> aut a comprehensive public information and advocacy effort, with the goal o#averting <br /> the Baard af Su�ervisors' approval of the Motor Poo( site -- or any other downtown <br /> location —for the replacement jail. The scope of services for Da�ies Public Affairs wilf <br /> provide the resources, strategies, and organizational capacity needed #o effective(y <br /> engage the community and county decision-makers in an intense, iwato-three month <br /> effort to protect Redwood City's vision of,and investment in, o�r powntown. <br /> ALTERNA'fIVES <br /> The Council could modify the scope of the agreement, delay approval, or decline to <br /> approve i#. <br /> FISCAL IMPACT <br /> Funding for this effort will come from re-programming Redevelapment Agency capitat <br /> project funds.
