8A <br /> REP�RT <br /> To the Honorable Mayor and City Council <br /> From the Cit Mana er <br /> March 22,2014 <br /> SUBJECT <br /> Public Hearing Appealing the Denial of a Massage Establishment and Technician <br /> Permit, under 18A.23 RCC <br /> RECOMMENDATfON <br /> Deny the appeal, thereby denying Jian xin Trvjilfo-Liu's massage establishment and <br /> massage technician permits based on violations of Redwood City M�nicipal Code <br /> sections 18A.7 and 18A.15 which require deniai of a permit when an appiicant makes <br /> false, misleading orfraudulent statements of fact in the permit application. <br /> BACKGROUhtD <br /> On January 13, 2010, Jian xin Trujillo-Liu filed an applicatian for a massage establishment <br /> and massage technician permit wi#h the Redwaod City Police Department with the in#entian <br /> of opening a massage parlor at 515 Woodside Road Unit A, Redwood City. Her appfication <br /> was incomplete and omitted relevant information regarding prior employment relating to <br /> massage operation. <br /> Police Sergeant Steve Blanc conducted a background investigation regarding the application. <br /> Upon completion of the investigatiar�, due to the failure to provide full, complete and relevant <br /> information in the permit application, a denia! letter was sent #o the applicant pursuant to <br /> Section 18A.7.0 of the Redwood City Code. 4n March 2, 2010, Ms. Trujillo-Liu filed an <br /> appeal letter with the City Clerk appealing the denial of a massage establishment and <br /> massage technician. <br /> Pursuant to Redwood City Municipal Code Sections 18A.3, 18A.7, and 18A.15, a backgraund <br /> investigation was conducted which revealed that: <br /> 1. On the City af Redwood City massage permit application, Jian xin Liu failed to include <br /> previous employment history relating to massage operations. Liu was employed afi an <br /> establishment in Redwood City from February 2007 — August 2008, when she was <br /> terminated under suspicious circumstances. <br /> 2. Jian xin Liu failed to complete the application with respect to other names previous�y <br /> used—lvy Liu, Lisa and Jessica. <br /> 3. Jian xin Liu signed a sworn s#a#ement indicating the information she had <br /> provided was true,complete,and she agreed that false statements,omissions,or <br /> incomplete entries would disqualify her for the permit. <br /> 4. In the appeal of the denial letter, Jian xir� Liu admits the information she provided <br /> in her app�ication was incomplete and amended the application to inc�ude that <br /> she was previously issued a Massage Technician permit by Redwood City Police <br /> Department in 2007 and 2008. <br /> 5. Further investiga#ion of the amended application revealed it was sti!! not complete. <br /> Jian xin Liu's application did not disclose that she was issued a Massage Permit by <br /> the Belmont Police Department on January 8, 2009, and was employed at Belmont <br /> Health Center thraugh�c#ober 2009. <br />
