6.1 D
Page 1

Tt#nrarebad;
: `Fr+cnhei llar``
March 22,2010
SusECr
Redwood Shares Lagoon Maintenance Dredging Project — Addition of Optional Bid
Items to Existing Contract
RECOMMENDATION
Approve, by motion, addition of Optiona[ Bid Items 12a and 12b in the amount o#
$329,940.00 for dreging Zone 16 to the existing construc#ion contract in the amoun#of
$712,700.00 for the Redwood Shores Lagoon Maintenance Dredging Project, and
authorize the Ciiy Manager to increase the revised tofal contract amount of
$1,042,64Q.Q0 up to 10°/a,if necessary.
BACKGROUND
The Redwood Shores Lagoon Maintertarce Dredging Project is designed#o improve the
water quality and the seroiceabili#y of the Redwood Shores storm drainage system
which inciudes the lagoons. The lagoans in Redwvod Shores have not been dredged
since they were first created and silt deposits have accumulated for over forty years
from storm run off and the bay's #idal action. Silt build-up adversefy effects water
circulatian which encourages the growth of widgeon weed.
Council awarded the Redwood Shores Lagoon Maintenance Dredging Project to
Aquatic Environments, (nc. on October 12, 2010 for the base bid amoun# of
$712,700.00. The base bid included the worlc to ctredge the lagoons and pump dredged
material #o Area H for beneficial reuse in wetlands restoration. Op#ionai bid items to
dredge other specific areas af the lagoans, including Zone 16, were not awarded
because materials dredged from these zones were unsuitable for reuse and the cost to
dispase of those spoi(s significanfly increased the cost of the contract. The cost of all
optional bid items totaled$1,473,64.
The work of the contract (the base bid items) nears completion and there is an
opportunity at this point to include the wark to dredge Zone 't6 (Optiona! Bid ifems 12a
and 12b)at a cost anticipated fo be lower than the originat bid price. Since the time the
contract was ofiginally awarded, the contractor has found a nearby site that will accept
the material dredged from Zone 16 which reduces the con#raetor's cost ta transport and
dispose of the spoils. As well, the contractor is prepared to act as the primary rather
than subcontract the work for 2one 16 which reduces mobilization/demobilization costs.
As a result, staff expects the city's final contract cost for the optionaf bidtems to dredge
Zone '[fi to be significantly fess than the originally bid. The city intends to add the
optional bid items to the work of the existing contract at the bid price and make an
adjustment to the finai contract cst at the conclusion of al!work which will reflect the
savings.
