BACKGROtJND Residents of Ruby Street and Madisan A�enue submitted a petition to the city to instali stop signs at the intersecfiion of Ruby Street and Madison Avenue. Nei4her street is currently controlled at this in#ersection. A totat of 31 residents representing 28 properties within a block of the subject in#ersection, including al!four properties on the corners,signed the petition in�support of the installation of stop signs at this location. Existing conditions must meet the critena for a stop sign installation. Criteria include traffic volume, traffic speed, pedestrian activity, accident history, and sight distances at the intersection. Staff has studied existing conditions or� Ruby Street and Madison Avenue and canc[udes that the insta[lation of stop signs at thts intersection on Ruby � Street is appropriate based on recent activi#y and ather conditions. Ruby Street is the minor volume street. Madison Avenue, the major s�reet,will remain uncontrolled. The intersectian of Ruby Street and Madison A�enue has a reasonabfy good safe{�r record. Of the four accidents that police records show during the period from 2005 to February, 2010, iwo may have been prevented by stop signs. The requestor reports that there have been four fio five accidents within approximateiy the last year, including a recent accident in February 2010,which�rompted the r�quest. On March 5,2�10,ilie city mailed notices to the community residing within two blocks of the intersection (about 90 addresses). In those notices, residen#s were asked to provide comments to staff regarding the proposed, and notified that on March 22, 20'IU Council would receive comments from residents and be asked to approve, reject,and/or modity the proposett. ALTERNATIVES Council rnay choose not to approve the ins#allation of the proposed stop signs and direct staff to investigate other methads to address resident's traffic safety concerns at this intersec�ion.
