7A <br /> Page 1 <br /> ��POR-r <br /> To the Honorable Mayor and City Council <br /> From the Cit l�llana er <br /> March 22,2010 <br /> SUBJECT <br /> Redwoad City Community Climate Action P1an <br /> RECOMMENDATION <br /> Adopt by resolufiion,the Redw�od City Community Ciimate Action Plan <br /> BACKGROUND <br /> Redwoad Gity's Comrnunity CGmate Actiar� Pian is a call for the community to join <br /> #agether in the City's climate protection efforts.The Plan encourages and provides tools <br /> for residents and local business to take a significant leadership role, together with the <br /> City,to reduce greenhouse gas emissions and c�rb the impacts of glabal warming.To <br /> prepare the Plan, the City convened an eieven member Climate Actian Advisory <br /> Team in the spring of 2009. The Team was comprised of community members who <br /> brought a diversity of perspectives to the table.The Team met throughout the spring <br /> in a planning process that was facilitated by the Peninsula Conflict Resalution <br /> Center and staffed by the City's Environmental lnitiatives Manager. The Team's <br /> purpose was to create a Redwood City Community Climate Action Plan that would <br /> have broad community suppor�and that wouid identify specific actions for reducing the <br /> community's impact on climate change. <br /> To accomplish its goal, the Team learned abaut the impacts of global warming, read <br /> climate action plans developed by similar communities, became #amiliar with State <br /> global warrning legislation, learned about current efforts underway in Redwood Cifiy and <br /> conducted outreach in the communi#y. The draft Redwond City Community Climate <br /> Action Plan is the product of the graups' research, knowledge,thoughtful deliberations <br /> and dialogue within the community. <br /> After preparing a draft proposal, staff conducted extensive outreach in the community to <br /> identify with stakeholders, what aspects of ti�e Pian excitect them, wher� addi#ional <br /> infarmation was needed, what was missing and how the community could be engaged <br /> in the Plan's impiementation. This outreach included conducting seven focus groups <br /> with a total of 164 residents. Three focus groups were conducted with adult audiences <br /> (65 participants) and �our focus groups were conducted wifih youth audiences (99 <br /> par�icipants). Information gathered during the focus groups was incorpora#ed in the <br /> Community Climate Action Plan. An analysis of the data gathered through the focus <br /> groups is also provided in the Plan's appendix. Staif observed an overall enthusiasm <br /> and pride among participants that the City was close to finalizing a Community Climate <br /> Action Plan. Furthermore, many participants identified specific aspects of the Plan's <br /> implementation they wauld like to be involved in. <br /> During th� outreach process, staff also worked with a graup of Sfanford Urban Studies <br /> students. These students gathered information to create climate action plan "toofkits°. <br /> These toolkits, in the form of in�ormational resources and website content, have also <br /> been incorporated in the completed Community Climats Action Plan.Students focused <br />
