<br />7A <br />Page 2 <br /> <br />county, such as San Mateo and Burlingame, are examining similar models with their <br />police operations. <br /> <br />As a practical matter, Redwood City staff recognizes that the City cannot make short- <br />term guarantees that will undermine the long-term financial benefits to, or relationship <br />of, the contracting partners. The initial costing analysis does not indicate that Redwood <br />City could guarantee all current San Carlos Police Department employees positions in a <br />service contract model.. However, the analysis does show a credible proposal can be <br />prepared that has both short and long-term cost and service benefits for San Carlos and <br />for Redwood City. <br /> <br />Finally, this opportunity has come about because the San Carlos City Council and its <br />city manager have confronted a structural budget gap with a bold move to find a <br />sustainable way to provide a core service to their community. Redwood City commends <br />this approach and by submitting a proposal signals that local governments in San Mateo <br />County can - and should - set a new fiscal course for the future by sharing services and <br />spreading costs across a broader base. We have every confidence that front-line <br />service levels, responsiveness, and community safety does not have to be <br />compromised as a result. <br /> <br />At this point, staff is seeking council support of, and authorization to prepare and submit <br />a full proposal to provide police services to the City of San Carlos. <br /> <br />ALTERNATIVES <br />Council could direct staff to not prepare a proposal. <br /> <br />Council could direct staff to return to the Council with a draft proposal prior to submitting <br />it to San Carlos.
