<br />7B <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />April 12, 2010 <br /> <br />SUBJECT <br />Informational Update - Peninsula Traffic Congestion Relief Alliance (Alliance) Strategic <br />Plan <br /> <br />RECOMMENDATION <br />No action is required at this time. This staff report is an information only item and no <br />recommendation is being made at this time. <br /> <br />BACKGROUND <br />The Alliance is San Mateo County's Transportation Demand Management Agency whose <br />mission is to reduce the number of single occupancy vehicles traveling in, to and through <br />San Mateo County, reducing vehicle emissions resulting in improved air quality. The <br />Alliance is funded by the City/County Association of Governments of San Mateo County, <br />the San Mateo County Transportation Authority. the Bay Area Air Quality Management <br />District and the Metropolitan Transportation Commission. The Board of Directors for the <br />Alliance consists of one member of the elected officials designated by each of the <br />participating agencies. Member agencies include 17 cities and the County of San Mateo. <br />Redwood City's current representative is Council Member, Jeffrey Gee. <br /> <br />The Alliance achieves its goal through the implementation of many programs of which the <br />shuttle program is the most prominent. Other highly effective programs include: Carpool <br />Incentives, Vanpool Incentives, Bicycle Parking, Try Transit Program, Emergency Ride <br />Home, Bike and Pedestrian Safety, and Employer Incentive Program. <br /> <br />The Alliance was formed in the year 2000. Ms. Christine Maley-Grubl has served as the <br />Executive Director for the Alliance since its conception. The Alliance has operated under <br />the Board of Directors' guidance with the use of annual work plans until now. Starting in <br />2008, the Board saw the need of the formation of a strategic plan and commissioned this <br />effort. This effort is now completed and the finished product is attached to this report for <br />Council's information. This strategic plan will serve as the framework for the Alliance for <br />the coming years. <br /> <br />Ms. Christine Maley-Grubl will provide a short presentation to Council at the April 12, 2010 <br />meeting. <br /> <br />ALTERNATIVES <br />To defer Ms. Christine Maley-Grubl's presentation to a different date. <br /> <br />FISCAL IMPACT <br />There is minimal fiscal impact due to this strategic plan and staff support is not anticipated <br />to change significantly. <br />
