<br />8A <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />April 12, 2010 <br /> <br />SUBJECT <br />Proposed use of fiscal year 2009 - 2010 Citizens Option for Public Safety/Supplemental <br />Law Enforcement Services Funds (COPS/SLESF) grant by the Redwood City Police <br />Department and budget appropriation to the general fund budget. <br /> <br />RECOMMENDATION <br />Conduct a Public Hearing and by resolution, approve the recommendation of the Chief <br />of Police to expend $105,848 in grant funding and interest towards police training and <br />equipment and approve by resolution a budget adjustment to appropriate an increase of <br />$5,848 in COPS/SLESF grant funding. <br /> <br />BACKGROUND <br />In 1996, the State of California established the Citizen's Option for Public Safety <br />(COPS) Grant Program. The level of this grant funding has decreased over the years <br />and continued funding at any level by the State is uncertain. The 2009 grant award and <br />interest to the Redwood City Police Department is $105,848. These funds may only be <br />used to support "front line" municipal police services, by providing funding towards <br />personnel, equipment or programs. This funding must be used to supplement existing <br />services and may not be used to supplant any existing funding for law enforcement <br />services. Additionally, the requests from the Chief of Police for expenditure of these <br />grant funds must be considered separate and apart from the process applicable to <br />proposed allocations of the City's general fund, Le., separately from the general <br />budgetary process. State law requires that the City Council hold a public hearing to <br />consider written requests by the Police Chief for the expenditure of this funding. <br /> <br />It is the Police Chiefs recommendation that one-half of this year's award, up to $52,924, <br />be allocated to police training and that the remaining funds, up to $52,924, be dedicated <br />to funding police boat operations, the purchase of electronic surveillance & tracking <br />equipment and the purchase of police tactical equipment. <br /> <br />ALTERNATIVES <br />City Council may choose not to accept this grant funding. <br /> <br />FISCAL IMPACT <br /> <br />Approval of this resolution will have no fiscal impact. City staff anticipated receipt of this <br />grant award and the City Council appropriated $100,000 in the FY2009-2010 amended <br />budget to expend this grant. The budget appropriation will provide for the additional <br />$5,848 of grant funding and interest received. The COPS grant has no requirement that <br />the recipient agency provide matching funds. Disapproval of the resolution would result <br />in a net loss to the General Fund of $105, 848. <br />
