The remedies herein established shall be cumulative and in addition to <br />any and all other remedies available to the City for the collection of sewer service <br />charges. <br /> <br />SECTION 2. This ordinance shall be effective thirty (30) days from the <br />date of its adoption; provided, however, that water utility bills pertaining to the <br />period before July 1, 2010 shall reflect the existing billing service charges and <br />fees for the portion of the billing period prior to July 1, 2010 to which the bills <br />apply. <br /> <br />SECTION 3.
