. ATTACHMENT THREE
Notice of Proposed Increases In Water & Sewer Rates

Proposed new water rates
The City of Redwood City staff has recommended a two-year increase in water service charges
and consumption rates. This recommendation is primarily due to projected increases in the cost of
wholesale water from the City and County of San Francisco of 15.2% during Fiscal Year 2010111 and
10.2% in 2011/12. Additionally, the City's water rates support the operation and maintenance of the
City's water system, Including labor, replacement and improvements (capital projects) for the water
system, and the cost of support provided by other City departments..

The proposed increases are as follows:

· Increase monthly residential Basic Service Charge from $16.53 to $18.02, effective July 1,
2010, and from $18.02 to $19.64, effective July 1, 2011.

· Increase residential consumption rates as follows:

A Unit = 100
cubic feet or
748 gallons

0-10 units
11-25 units
26-50 units
51 + units

$2.20
$2.80
$4.57
$6.45

$2.40 $2.62
$3.05 $3.32
_$4.98 .___$5.43 _
$7.03 $7.66

· Increase monthly commercial and commercial irriaation Basic Service Charge for a 5/8"
meterfrom $16.53 to $18.02, effective July 1, 2010, and from $18.02 to $19.64, effective July
1,2011.

· Increase monthly commercial and commercial irrigation Basic Service Charges for larger
meters by the same percentage as 5/8" meter increase (90,.'0), effective July 1,2010 and 2011.

· Increase commercial waler consumption rates as follows:

· Increase Dotable irrigation water consumption rates as follows:

__Q-100% of budget
101-200% of budget
>200% of bud et

$3.92
$7.84
$11.76

$3.60
$7,19
$10.79

._-~~
$8.55
$12.82

· Increase ~ irrigation water consumption rates as follows:

The amount by which waler bills at any particular property will be afFected by these proposed increases
depends on the size of the meter connection (in the case of commercial property) and the amount of
water consumed.

Proposed new sewer rates
The City of Redwood City staff has recommended a two-year increase of the basic sanitary sewer
service charges. The City's sewer utility is self-supporting, funded primarily by sewer service charges.
The recommended sewer rate increases are primarily due to increased costs for the City's share of
operations, maintenance, and capital improvements at the South Bayside System Authority (SBSA)
regional wastewater treatment plant, which processes and disposes of the City sewage. Additionally,
the City's sewer rates support the operation and maintenance costs, including labor, replacement and
improvements (capital projects) for the City's sewer collection system and the cost of support provided by
other City departments.

Proposed Water and Sewer Rale [m;n:i1sc

Februm)' 11,2010

BC
Page 10
