Contract for Police Services for City of San Carlos.

RECOMMENDATION
By motion, express Council support of providing municipal police services to the
City of San Carlos and authorize the City Manager to prepare and submit a
proposal to provide such services.

Peter Ingram, City Manager, presented a brief overview of the reasons why this would
be a good way to show regional leadership. He added that we have been doing this for
other jurisdictions in other ways (fleet management and Informational Technology
services). He believes this will benefit Redwood City in the long run.

One Council Member thought this is a positive approach and supports the initiative. He
did not believe that the economy is going to get better in the next 10 years and so it is
important to explore opportunities with sister cities. Another Council Member wanted us
to focus on the strengths and the level of service of what we have to offer and show
that we can provide an entirely higher level of service and still save money. He believes
this is about matching what we do well with what San Carlos' needs are. Another
Council Member believes that shared services and consolidations are the way of the
future. This Council Member believes that this could be the beginning of a discussion
of how services are delivered to the community.

Vice Mayor Aguirre agreed that consolidation is one of our major goals. Mayor Ira said
that this is a brave approach for San Carlos and so he finds this a courageous act
which he supports. He is hoping that every department runs so effectively that if
needed it could outsource its services, and if we can't then we need to look at other
cities that can provide these services to us. He thanked City Manager Ingram and Bob

JOINT CITY COUNCIUREDEVELOPMENT AGENCY BOARD
MEETING MINUTES

APRIL 12, 2010
PAGE 6
