Amendment of Sewer Service Charges. <br /> <br />Recommendation: <br />Convene Public Hearing and Introduce Ordinance Amending Redwood City <br />Code - Section 27.100 - Setting the Basic Monthly Sewer Service Charges for <br />Fiscal Year 2010-11 through Fiscal Year 2011-12. <br /> <br />ORDINANCE AMENDING SECTION 27.100 OF THE CODE OF THE CITY OF <br />REDWOOD CITY RELATING TO SANITARY SEWERAGE SERVICE CHARGES <br /> <br />Marilyn Harang, Acting Public Works Director, explained the actions before Council <br />tonight which are a multi..year increase based on recommendations from the Utilities <br />Committee. She explained the notification steps related to Prop 218 and noted she had <br />received seven written protests as of tonight. They also posted information on the <br />website and published a notice on a local newspaper. She continued with a detailed <br />presentation on why the rates are going up and what they are for commercial and non <br />commercial users (presentation on file). Ms. Harang noted a one cent error on some <br />documentation in the screen because of the rounding. She added that Prop 218 notices <br />were correct which is $53.10. She provided data on benchmarking and on a list of 16 <br />agencies Redwood City has competitive rates. Ms. Harang explained next steps. <br /> <br />One Council Member explained that the city bills bi-monthly so the amount will be <br />double. There were Council questions about the sewer treatment plan. Ms. Harang <br />provided details on its importance. Another Council Member asked questions about the <br />Palo Alto structure. One Council Member thanked the Public Utilities Committee for all <br />their work and for reviewing this in such detail. One Council Member mentioned that <br />this money will only be used for sewer improvements. <br /> <br />Mayor Ira opened the Public Hearing. There were no speakers. <br />MIS Gee/Seybert to close the public hearing. Motion carried by voice vote 6-0 with <br />Council Member Bain absent. <br /> <br />I nterim City Attorney Abrams said that there were seven protest letters filed and we <br />needed 50% of the 26,000 notices that were sent out. On various sections of the <br />ordinance the rate of $53.11 will be corrected to $53.10. <br /> <br />MIS Foust/Seybert to approve the staff recommendation and introduce the ordinance <br />with edits as mentioned by the Interim City Attorney. Motion carried 6-0 by electronic <br />vote with Council Member Bain absent. Minute Order 10-070 <br /> <br />C.
