<br />8A <br /> <br />Page 11 <br />with federal funds under this Plan which are designed to be accessible to persons with disabilities must be <br />affirmatively marketed to those persons. Preference will be based on the particular design or adaptation. <br />For example, units constructed to suit a wheelchair user will have a preference for those who use a <br />wheelchair or otherwise require ease of physical access; units constructed to meet the needs of the <br />visually impaired or hard of hearing will have a preference for those who are visually or hearing impaired. <br /> <br />Extremely low and very low income households: Where a household is a member of one of the special <br />needs groups identified above and is an extremely low or very low income household, additional <br />preference may be given. <br /> <br />II. Homelessness <br /> <br />I <br />I <br />I <br /> <br />Priority Needs <br /> <br />Homeless persons and families have both housing and services needs. The immediate housing need is <br />for shelter. The medium and long term housing needs are for transitional housing and permanent <br />supportive housing. At the root of homelessness is a lack of affordable housing. The affordable housing <br />strategies address this need. <br /> <br />Priority need services for the homeless are those that are in highest need and lowest availability. The <br />priority needed services include: <br />. job training and education, <br />. mental health services, <br />. routine and preventative health care, <br />. access to existing services, and <br />. utilization of entitlement programs (Medi-Cal, SSI, SDI, veteran's benefits). <br /> <br />The homeless also have a priority need for services on discharge from an institution. Many have recently <br />been incarcerated or committed in a mental institution. <br />(Homeless needs are documented both in this Plan and in the Ten Year Plan to End Homelessness, and <br />the 2007 and 2009 Homeless Censuses.) <br /> <br />Objectives <br /> <br />HOM..1: Increase the number of transitional and permanent supportive housing units for the <br />homeless. <br />HOM..2: Support existing emergency shelter facilities and programs. <br />HOM-3: Increase the number of shelter beds available for families with children under 18. <br />HOM-4: Meet the human services needs of the homeless. <br />HOM-5: Prevent homelessness. <br />HOM..6: End chronic homelessness <br />
