Affordable Housing <br />Priority Needs: There is a high to critical priority need for affordable housing. The highest need <br />is for the lowest income groups. Housing market trends support this as a high need with the <br />need for housing affordable to extremely low income household the highest need. Affordable <br />housing is limited in its availability. Special Needs Housing <br />Priority Needs: There are several groups that have a higher need for affordable housing and <br />who have special housing needs. These have been identified as: <br />. persons with disabilities, <br />. the elderly and frail elderly, <br />. large households (related and non-related), <br />. persons with mental illness, <br />. persons with substance abuse/addiction, <br />. youth (in general and aging-out foster youth), <br />. persons discharged from institutions (prison, jail, mental hospital). <br />
