<br />6.1C <br /> <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Ci Mana er <br /> <br />April 26, 2010 <br /> <br />SUBJECT <br />Professional services agreement for pump control instrumentation and programming for <br />the Redwood City Recycled Water Project. <br /> <br />RECOMMENDATION <br />Approve, by motion, a professional services agreement with The EDCCO Group, Inc. <br />(EDCCD) of San Carlos for construction support services for software programming and <br />electrical system integration to monitor and control new pumps for the Redwood City <br />Recycled Water Project - Distribution Pump Station ("DPS") Capacity Increase, for an <br />amount not to exceed $168,520.00, and authorize the City Manager to increase the <br />contract amount up to 100/0 if necessary. <br /> <br />BACKGROUND <br />Council awarded the construction contract for the DPS Capacity Increase to Spiess <br />Construction Co., Inc. for $1,329,446.17 on February 22,2010. <br /> <br />In 2005, EDCCD assisted the city in reviewing the design, and programming the <br />operation of the instrumentation and controls for the pumps during the initial <br />construction of the DPS facility. Since then, EDCCD has assisted the city to further <br />refine and improve the pump control operation and programs and operation. Staff <br />recommends EDCCD for the work of the proposed agreement because of their <br />extensive knowledge of the city's recycled water project and expertise in supervisory <br />control and data acquisition systems ("SCADA"). EDCCO has provided on-going <br />SCADA maintenance services to the city for many years. <br /> <br />The consultant's scope of work includes support to evaluate electrical operations and <br />pump design throughout the construction period; review of the pump supplier's <br />installation and operations data; modification and testing of existing controller logic to <br />facilitate the addition of five more pumps to the existing facility; and modification, <br />testing, and programming of existing display units and SCADA. Staff does not have the <br />expertise to perform this work. <br /> <br />ALTERNATIVES <br />Council may choose not to approve the proposed agreement with EDCCD, and direct <br />staff to seek other service providers, at the risk of impacting the schedule for <br />implementing increased pumping capacity of the DPS facility. <br /> <br />FISCAL IMPACT <br />Funds for the proposed professional services agreement are available from the Water <br />Revenue Bond proceeds. The city has issued a series of Water Revenue Bonds <br />totaling $72 million to finance Phase 1 of the Recycled Water Project. Currently <br />available project funds, less unattributed interest, total $5,334,447 as of February 28, <br />2010. <br />
