<br />6.1G <br /> <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />April 26, 2010 <br /> <br />SUBJECT <br />Crossing Guard Service Contract <br /> <br />RECOMMENDATION <br />By Motion, approve a one-year amendment to the agreement between the City of <br />Redwood City and All City Management Services to provide crossing guard service for <br />fiscal year 2010-2011, and authorize the Chief of Police or his designee to execute all <br />documents with regard to the Agreement. <br /> <br />BACKGROUND <br />Since fiscal year 1999-2000 the City has contracted with All City Management Services <br />to staff eighteen school crossing guard posts. The current contract expires on June 30, <br />2010. The City chose to contract with All City Management Services to provide <br />crossing guard services in lieu of maintaining a staff of part-time non-sworn police <br />department personnel. <br /> <br />Previously, the Police Department managed and staffed crossing guard posts but found <br />it difficult to conduct supervisory oversight and maintain crossing guard staffing. <br />Staffing vacancies had to be filled with Community Service Officers or Police Officers, <br />necessitating the reassignment of personnel from patrol, traffic enforcement, and <br />investigations of crimes. These reassignments resulted in fewer police officers and <br />Community Service Officers available for calls for service and less time available for <br />proactive law enforcement and criminal investigation. <br /> <br />All City Management Services maintains on-call employees to fill vacancies as needed, <br />provides training, equipment, and supervision for its employees and provides liability <br />coverage. <br /> <br />All City Management Services remains the only private vendor in our area, which <br />provides crossing guard services. <br /> <br />ALTERNATIVES <br />1. Decline the contract extension and no longer provide for crossing guard services. <br /> <br />2. Decline the contract extension and direct the Police Department to hire and <br />maintain a staff of part-time personnel to provide crossing guard services. <br /> <br />FISCAL IMPACT <br />This contract will compensate All City Management Services at the rate of $14.31 per <br />hour for each hour of crossing guard service, which is the same rate as the previous <br />year. The total number of contracted hours for fiscal year 2010-2011 is 13,887 for a <br />cost of $198,723. The Police Department will absorb these costs through budgeted <br />funds. . <br />
