<br />6.2C <br />Page 1 <br /> <br />REPORT <br /> <br />To the Honorable Mayor and City Council <br />From the Cit Mana er <br /> <br />April 26, 2010 <br /> <br />SUBJECT <br />Final Acceptance - Master Water Meter Replacement Project (Redwood Shores and <br />Harborside Apartments) <br /> <br />RECOMMENDATION <br />Accept, by motion, the Master Water Meter Replacement Project for the Redwood <br />Shores and Harborside Apartments near Redwood Shores Parkway and Avocet Lane <br />within Redwood Shores and authorize the release of bonds and the retention according <br />to city procedures. <br /> <br />BACKGROUND <br />On October 19, 2009, Council awarded the construction contract for the Master Water <br />Meter Replacement Project for the Redwood Shores and Harborside Apartments to D & <br />D Pipelines, Inc. The work of this project included the installation of four 8-inch detector <br />water meters, concrete vaults, piping and appurtenances, and restoration of all <br />pavement. landscaping. and pedestrian access ways damaged during the construction <br />activities. <br /> <br />The existing four 8-inch master detector meters had outlived their useful life and were <br />outdated to the extent that services to calibrate. maintain, and repair the equipment <br />could no longer be secured. By replacing the master detector meters, this project has <br />improved the reliability of the master water meters for the Redwood Shores and <br />Harborside Apartments. <br /> <br />The project was awarded for a base bid of $83,000.00. Construction began in <br />December, 2009. The project was successfully completed in accordance with the plans <br />and specifications. One (1) change order totaling $9.988.00 was issued. The final <br />contract amount is $92,988.00 which is 120/0 more than the initially awarded contract <br />amount. On February 22, 2010, the Council approved the request to increase the <br />amount of the contract from 100/0 to 15%) which was necessary to complete the <br />construction of the project. Change orders resulted from unexpected conditions <br />encountered during construction. Unanticipated work included additional thrust <br />restraints for pipe fittings, increasing the height of pre-cast concrete vaults to <br />accommodate existing grades, a new ductile iron reducer fitting, and the removal of the <br />concrete vault at Redwood Shores Apartment to facilitate the installation of the new <br />concrete vault. These work items generated aD additional expense of $9,988.00. <br /> <br />AL TERNA liVES <br />Council may choose not to accept the project and/or not to authorize the release of <br />bonds and retention which would be contrary to the terms of the contract, prior Council <br />action, and the public contracting code. <br />
