Approve, by resolution, the Consolidated Plan for 2010-2015. <br /> <br />RESOLUTION APPROVING COMMUNITY DEVELOPMENT BLOCK GRANT <br />PROGRAM (CDBG) CONSOLIDATED PLAN (2010-2015) AND APPLICATION FOR <br />FEDERAL ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br />INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br />FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND AUTHORIZING <br />EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING TO THERETO <br />(FISCAL YEAR 2010-2011) <br /> <br />2.
