Environmental Impact. The City of Redwood City, the permittee and lead agency for the original project, prepared, circulated, and on May 3, 1994, certified a final environmental impact report on the project. h 1 Public Trust. The Commission finds that the construction of a total of SO square feet of new Bay fill to construct portions of two observation decks on the Bay slope of the levee are consistent with the public trust. For all the above reasons, the Commission finds, declares, and certifies that, subject to Special Condition II-B stated herein, the public benefits of the project exceed any public detriment. Therefore, the project authorized herein is consistent with the San Francisco Bay Plan, the McAteer-Petris Act, the Commission's Regulations, and the Commission's Amended Management Program for the San Francisco Bay segment of the California coastal zone.
