Less than
Significant
Potentially With Less Than
Significant Mitigation Significant No
12. POPULATION AND HOUSING. Would the project: Impact Incorporated Impact Impact
(a) Induce substantial population growth in an area, either directly(for
example,by proposing new homes and businesses)or indirectly(for ❑ ❑ ❑ El
example, through extension of roads or other infrastructure)?
(b) Displace substantial numbers of existing housing,necessitating the ❑ ❑ ❑
construction of replacement housing elsewhere?
(c) Displace substantial numbers of people,necessitating the construction of ❑ ❑ ❑
replacement housing elsewhere?
Impact Analysis:
a) A project would be considered growth-inducing if its implementation would result in substantial population
increases and/or new development that might not occur if the project were not approved and implemented.
The project site is located in census tract 6103.02,which has a population of 2,175 and includes 1,158
housing units. The resident population within this census tract is lower than that of adjacent tracts, which is
attributable to the predominance of non-residential uses within this tract(Bay Area Census,2000).The
proposed demolition and reconstruction of the Multi-Agency Maritime Facility would have no growth-
inducing effects. The purpose of the project is to enhance the berthing and launching of Port of Redwood
City vessels and the vessels of mutual aid partners such as the Redwood City Police Department,Redwood
City Fire Department, San Mateo County Sheriff,United States Coast Guard, and the United States Coast
Guard Auxiliary. The structure serves as the South Bay's primary waterside law enforcement facility for
security and emergency-response operations. The project would not facilitate development in the area that
could not otherwise be developed.
a) The proposed project would renovate and upgrade an existing dilapidated facility. The project would not
require a change in land use designation or zoning as it would constitute a continuation of existing uses. The
project would not result in the displacement of existing housing as no housing exists on or near the site.
b) The proposed project would not result in the displacement of existing City of Redwood City residents
requiring the construction of replacement housing elsewhere.
Reference
Bay Area Census,Population and Race Data by County by Census Tract,2000.
Port of Redwood City Multi-Agency Maritime Facility 38 February 2010
Initial Study
