6.3A <br />Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />May 24, 2010 <br />SUBJECT <br />Revised Franchise Agreement with Recology San Mateo County for Collection Services <br />of Recyclable Materials, Organic Materials, and Solid Waste <br />RECOMMENDATION <br />Adopt, by resolution, authorization for the City Manager to execute a revised Agreement <br />with Recology San Ma#eo County (Recology) formerly Norcal Waste Systems of San <br />Mateo County for Collection Services of Recyclable Materials, Organic Materials, and <br />Solid Waste. <br />BACKGROUND <br />At the August 24, 2009 Council meeting, the Council adopted a resolution authorizing <br />the City Manager to execute a Franchise Agreement with Recology for Collection <br />Services of Recyclable Materials, Organic Materials, and Solid Waste. At that meeting, <br />staff advised Council that a revised agreement would be brought back to Council at a <br />later date that would contain provisions that address the long-standing practice under <br />which the City bills solid waste customers through the City's utility billing system. The <br />agreement presented to Council in August was a "model" agreement that was prepared <br />for each of the ~ 2 South Bayside Waste Management Authority members which did not <br />include provisions for the public agency entering into the agreement to bill customers for <br />solid waste collection services since Redwood City is the only agency doing so, In the <br />interest of memorializing the City's commitment to select Recology as its solid waste <br />collection hauler, and so that Recology could move forward with its purchase of the <br />vehicles and equipment needed to provide the services required under this agreement, <br />staff agreed to present the model agreement to Council for approval and return at a <br />later date with a version of the agreement that suits the City's unique situation. <br />The effective date of the original agreement (January 1, 2011) remains unchanged by <br />this revision. <br />ALTERNATIVES <br />Council could elect not to approve this agreement which could cause the City and <br />Recology tv be out of compliance with the agreement should Council desire to continue <br />billing Redwood City residents and businesses for solid waste collection services. <br />FISCAL IMPACT <br />There is no fiscal impact on the City associated with the adoption of this agreement. <br />The costs to provide the services covered by this agreement are charged to the <br />residents and businesses that receive such services. <br />
