6.1 F <br />Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />May 24, 2010 <br />SUBJECT <br />Agreement with Hauge Brueck Associates for Professional Environmental Consultant <br />Services for the Saltworks Development Proposal <br />RECOMMENDATION <br />1. Approve, by motion, the professional services agreement with Hauge Brueck <br />Associates (HBA) for environmental consultant services related to the Saltworks <br />development proposal in an amount not to exceed $252,000.00. (Attachment 1 } <br />2. Authorize the City Manager to modify the scope of the professional service <br />agreement with HBA if necessary, including the addition or elimination of sub- <br />consultants and their relative scopes of work. <br />3. Authorize the City Manager to increase the contract amount up to $400,000.00 if <br />necessary. <br />4. Approve, by motion, a reimbursement agreement between the City of Redwood City <br />and the applicant, Redwood City Industrial Saltworks, LLC. (Attachment 2} <br />BACKGROUND <br />Per the City Council's direction on February 1, 2010, which was to build on the analysis <br />provided in the Tier One summary reports, the City began the process of identifying a <br />lead CEQA consultant via a request for qualifications (RFQ) process. <br />As a first step, on March 1, 2010, the City distributed an RFQ to thirty (30) <br />environmental firms throughout California. In addition to the direct distribution, the City <br />posted the RFQ on two professional websites, the Association of Environmental <br />Professionals and the Northern California American Planning Association, as well as <br />posting the RFQ on Redwood City's webpage. On March 16, 2010, the City held a <br />public information meeting, which was to inform prospective consultants about the <br />Saltworks development proposal and to answer questions about the City's selection <br />process. <br />Statements of Qualifications (SOQ} were due to the City on March 31, 2010, at which <br />time the City received five submittals. Three consultants were then identified as the <br />most qualified to perform the work outlined in the RFQ. These three consultants then <br />had the opportunity to interview with the City's staff-consultant team on April 19, 2010. <br />Following the interviews, the panel provided input to the City Manager and Planning, <br />Housing, and Economic Development Director for their consideration prior to making a <br />selection. <br />Staff is requesting the confirmation of Hauge Brueck Associates (HBA) as the selected <br />lead environmental consultant.
