Fehr & Peers Subconsultant Agreement with Hauge Brueck Associates. LLC for the Saltworks Project <br /> Fehr & Peers will assist Hauge Brueck Associates, LLC (HBA) with the public involvement process, <br /> agency coordination, preparation of environmental documents, and preparation of environmental studies <br /> for the Saltworks Project (Project). Fehr & Peers' role will focus on providing expertise regarding <br /> transportation to the Project environmental process. Work will be performed as directed by Anders <br /> Hauge of HBA and managed by Chris Mitchell of Fehr & Peers. Staff assigned to the project, and their <br /> respective roles, include: Matthew Ridgway (Principal in Charge), Matt Henry (Scoping), Ron Milam <br /> (Forecasting Approach), Sohrab Rashid (Local Issues), and Bob Grandy (Transit /Streetcar Issues). HBA <br /> will independently subcontract with the firm Shiels Obletz Johnsen, Inc. (SOJ) to provide national <br /> expertise on issues related to streetcar planning; their work will be done in coordination with and under <br /> direction of Fehr & Peers. <br /> Task 1 Program Management/Coordination <br /> 1.1 Project Coordination and Management <br /> The purpose of this task is to provide for coordination between HBA and Fehr & Peers for preparation of <br /> environmental documents and studies, and to provide for task management. HBA will provide the <br /> coordination with the Environmental Review Management Team (ERMT). Fehr & Peers is a member of <br /> the Environmental Consultant Team (ECT) managed by HBA. Fehr & Peers will manage this contract in <br /> compliance with the Saltworks Project ERMT Communications Plan, Safety Plan, QA /QC Plan, and <br /> Project Document and Administrative Record Plan. <br /> 1.6 Project Reporting and Invoicing <br /> Progress Reports <br /> Fehr & Peers shall prepare and submit monthly Progress Reports throughout the term of the contract. A <br /> Progress Report shall be provided to HBA to monitor the scope, the schedule, and issues with resolutions. <br /> The reporting period shall be the first day through the last day of each month. The Progress Report <br /> template provided by HBA may be modified from time to time, as appropriate. <br /> Invoicing <br /> Fehr & Peers shall submit a monthly invoice to HBA including the direct cost items and receipts. <br /> 1.8 Program Coordination <br /> Ongoing program coordination shall be managed by the ECT Program Manager throughout the term of <br /> the contract. Coordination shall be conducted with the City Project Manager, ERMT, City Council, City <br /> Planning Commission, agencies, and the Applicant. <br /> As directed by the City, Fehr & Peers will participate in specific meetings pertaining to transportation, <br /> CEQA/NEPA, regulatory strategy development and implementation, directed and authorized by HBA. <br /> This activity assumes a total of 40 hours from January to June 2011. <br /> Task 4 Transportation Environmental Section <br /> Fehr & Peers will begin the preparation of the transportation section of the EIR. Fehr & Peers shall <br /> review and utilize, to the extent possible, documents and analysis previously prepared by Hexagon Traffic <br /> Consultants and the transit and mobility data prepared by Rhodes Consulting. <br /> 4.7 Environmental Thresholds <br /> Saltworks Project Task Order No. 001 Page 3 <br />
