The permitted density is Increasing to 17.4 units acre. The .43 percent
increase is the expected density increase of developed property, not the permitted density. Convers)on
of duplexes to higher density development was not analyzed. As stated previous, there is a viable
pot~ntial to convert duplexes to higher density development" which could significantly alter the
characteristic of the R2 districts, and significantly increase density of developed property.

Page 36: "The City's existing General Plan permits up to 20 units per acre in the R-2 districts."

This Is a false statement. The 2004 Housing Element clearly limits the maximum density at 12.9 family
units per acre for triplexes. For duplexes and single-family dwelling maximum density is less. The
density range specified for R2 in the General Plan Is 8.7 to 12.9 family units per acre dependent on the
dwelling type. There are not statements in the General Plan that state R2 has a maximum density of 20
units per acre. There is statem-ent that medium density ranges from 8 to 20 units per acre. And a there
is a statement that R2 and R3 are Included in the medium densitydasslfication.

Page 38: "Public Comment Period; February, 2010 to February, 2010.
