Deny the appeal by motion, and thereby uphold adoption by the Planning <br />Commission of the Initial Study/Negative Declaration (IS/ND) regarding the <br />R-2 Zoning Text Amendment, as revised (Attachment 1), with the following <br />finding: <br /> <br />On the basis of the entire record before the City Council, including the Initial <br />Study, any comments received, and the testimony and evidence presented <br />at the June 7, 2010 public hearing, that there is no substantial evidence that <br />the project will have a significant effect on the environment, and that the <br />IS/NO reflects the lead agency's independent judgment and analysis. <br /> <br />2.
